international military education and training — Formal or informal instruction provided<br />

to foreign military students, units, and forces on a nonreimbursable (grant) basis by<br />

<strong>of</strong>fices or employees <strong>of</strong> the United States, contract technicians, and contractors.<br />

Instruction may include correspondence courses; technical, educational, or<br />

informational publications; and media <strong>of</strong> all kinds. Also called IMET. See also<br />

United States <strong>Military</strong> Service funded foreign training.<br />

international narcotics activities — Those activities outside the United States which<br />

produce, transfer, or sell narcotics or other substances controlled in accordance with<br />

Title 21, “Food and Drugs” — United States Code, sections 811 and 812. (JP 3-07.4)<br />

International Organization for Standardization — A worldwide federation <strong>of</strong> national<br />

standards bodies from some 100 countries, one from each country. The International<br />

Organization for Standardization is a nongovernmental organization, established to<br />

promote the development <strong>of</strong> standardization and related activities in the world with a<br />

view to facilitating the international exchange <strong>of</strong> goods and services, and to developing<br />

cooperation in the spheres <strong>of</strong> intellectual, scientific, technological, and economic<br />

interoperability — 1. The ability to operate in synergy in the execution <strong>of</strong> assigned tasks.<br />

(JP 3-0) 2. The condition achieved among <strong>com</strong>munications-electronics systems or<br />

items <strong>of</strong> <strong>com</strong>munications-electronics equipment when information or services can be<br />

exchanged directly and satisfactorily between them and/or their users. The degree <strong>of</strong><br />

interoperability should be defined when referring to specific cases. (JP 6-0)<br />

interorganizational coordination — The interaction that occurs among elements <strong>of</strong> the<br />

Department <strong>of</strong> Defense; engaged United States Government agencies; state, territorial,<br />

local, and tribal agencies; foreign military forces and government agencies;<br />

intergovernmental organizations; nongovernmental organizations; and the private<br />

interpretation — A part <strong>of</strong> the analysis and production phase in the intelligence process in<br />

which the significance <strong>of</strong> information is judged in relation to the current body <strong>of</strong><br />
