internal defense and development — The full range <strong>of</strong> measures taken by a nation to<br />

promote its growth and to protect itself from subversion, lawlessness, insurgency,<br />

terrorism, and other threats to its security. Also called IDAD. See also foreign<br />

internal defense. (JP 3-22)<br />

internal information — See <strong>com</strong>mand information.<br />

internally displaced person — Any person who has been forced or obliged to flee or to<br />

leave their home or places <strong>of</strong> habitual residence, in particular as a result <strong>of</strong> or in order to<br />

avoid the effects <strong>of</strong> armed conflict, situations <strong>of</strong> generalized violence, violations <strong>of</strong><br />

human rights or natural or human-made disasters, and who have not crossed an<br />

internationally recognized state border. (JP 3-29)<br />

internal security — The state <strong>of</strong> law and order prevailing within a nation. (JP 3-08)<br />

internal waters — All waters, other than lawfully claimed archipelagic waters, landward <strong>of</strong><br />

the baseline from which the territorial sea is measured. Archipelagic states may also<br />

delimit internal waters consistent with the 1982 convention on the law <strong>of</strong> the sea. All<br />

states have <strong>com</strong>plete sovereignty over their internal waters.<br />

International Convention for Safe Containers — A convention held in Geneva,<br />

Switzerland, on 2 Dec 1972, which resulted in setting standard safety requirements for<br />

containers moving in international transport. These requirements were ratified by the<br />

United States on 3 January 1978. Also called CSC. (JP 4-09)<br />

international cooperative logistics — (*) Cooperation and mutual support in the field <strong>of</strong><br />

logistics through the coordination <strong>of</strong> policies, plans, procedures, development activities,<br />

and the <strong>com</strong>mon supply and exchange <strong>of</strong> goods and services arranged on the basis <strong>of</strong><br />

bilateral and multilateral agreements with appropriate cost reimbursement provisions.<br />

international logistics — The negotiating, planning, and implementation <strong>of</strong> supporting<br />

logistic arrangements between nations, their forces, and agencies. It includes<br />

furnishing logistic support (major end items, materiel, and/or services) to, or receiving<br />

logistic support from, one or more friendly foreign governments, international<br />

organizations, or military forces, with or without reimbursement. It also includes<br />

planning and actions related to the intermeshing <strong>of</strong> a significant element, activity, or<br />

<strong>com</strong>ponent <strong>of</strong> the military logistic systems or procedures <strong>of</strong> the United States with<br />

those <strong>of</strong> one or more foreign governments, international organizations, or military<br />

forces on a temporary or permanent basis. It includes planning and actions related to<br />

the utilization <strong>of</strong> United States logistic policies, systems, and/or procedures to meet<br />

requirements <strong>of</strong> one or more foreign governments, international organizations, or<br />

forces.<br />

international logistic support — The provision <strong>of</strong> military logistic support by one<br />

participating nation to one or more participating nations, either with or without<br />
