operations for the conservation <strong>of</strong> the fighting strength <strong>of</strong> friendly forces and the<br />

formation <strong>of</strong> assessments <strong>of</strong> foreign medical capabilities in both military and civilian<br />

medical intelligence preparation <strong>of</strong> the operational environment — A systematic<br />

continuing process that analyzes information on medical and disease threats, enemy<br />

capabilities, terrain, weather, local medical infrastructure, potential humanitarian and<br />

refugee situations, transportation issues, and political, religious and social issues for all<br />

types <strong>of</strong> operations. Medical intelligence preparation <strong>of</strong> the operational environment is<br />

a <strong>com</strong>ponent <strong>of</strong> the health service support mission analysis process, and the resulting<br />

statistics serves as a basis for developing health service support estimates and plans. It<br />

includes: defining the operational environment, describing the operational environment<br />

effects on health service support operations, evaluating the operational environmental<br />

threats, and determining courses <strong>of</strong> action to meet actual and potential threats. Also<br />

medical protocols — Directives issued by <strong>com</strong>petent military authority that delineate the<br />

circumstances and limitations under which United States medical forces will initiate<br />

medical care and support to those individuals that are not Department <strong>of</strong> Defense health<br />

care beneficiaries or designated eligible for care in a military medical treatment facility<br />

by the Secretary <strong>of</strong> Defense. (JP 4-<strong>02</strong>)<br />

medical regulating — The actions and coordination necessary to arrange for the movement<br />

<strong>of</strong> patients through the levels <strong>of</strong> care. This process matches patients with a medical<br />

treatment facility that has the necessary health service support capabilities and available<br />

medical surveillance — The ongoing, systematic collection, analysis, and interpretation <strong>of</strong><br />

data derived from instances <strong>of</strong> medical care or medical evaluation, and the reporting <strong>of</strong><br />

population-based information for characterizing and countering threats to a<br />

population’s health, well-being and performance. See also surveillance. (JP 4-<strong>02</strong>)<br />

medical treatment facility — A facility established for the purpose <strong>of</strong> furnishing medical<br />

and/or dental care to eligible individuals. Also called MTF. (JP 4-<strong>02</strong>)<br />

medium-scale map — A map having a scale larger than 1:600,000 and smaller than<br />

1:75,000. (JP 2-03)<br />

mensuration — The process <strong>of</strong> measurement <strong>of</strong> a feature or location on the earth to<br />

determine an absolute latitude, longitude, and elevation. For targeting applications, the<br />

errors inherent in both the source for measurement as well as the measurement<br />

processes must be understood and reported. (JP 3-60)<br />

merchant ship <strong>com</strong>munications system — (*) A worldwide system <strong>of</strong> <strong>com</strong>munications to<br />

and from merchant ships using the peacetime <strong>com</strong>mercial organization as a basis but<br />

under operational control authority, with the ability to employ the broadcast mode to<br />
