immediate message — A category <strong>of</strong> precedence reserved for messages relating to<br />

situations that gravely affect the security <strong>of</strong> national and multinational forces or<br />

populace and that require immediate delivery to the addressee(s). See also precedence.<br />

immediate mission request — A request for an air strike on a target that, by its nature,<br />

could not be identified sufficiently in advance to permit detailed mission coordination<br />

and planning. See also preplanned mission request. (JP 3-09.3)<br />

immediate response — Any form <strong>of</strong> immediate action taken to save lives, prevent human<br />

suffering, or mitigate great property damage under imminently serious conditions when<br />

time does not permit approval from a higher authority. (JP 3-28)<br />

immediate response authority — A Federal military <strong>com</strong>mander’s, Department <strong>of</strong><br />

Defense <strong>com</strong>ponent head’s, and/or responsible Department <strong>of</strong> Defense civilian<br />

<strong>of</strong>ficial’s authority temporarily to employ resources under their control, subject to any<br />

supplemental direction provided by higher headquarters, and provide those resources to<br />

save lives, prevent human suffering, or mitigate great property damage in response to a<br />

request for assistance from a civil authority, under imminently serious conditions when<br />

time does not permit approval from a higher authority within the United States.<br />

Immediate response authority does not permit actions that would subject civilians to the<br />

use <strong>of</strong> military power that is regulatory, prescriptive, proscriptive, or <strong>com</strong>pulsory.<br />

impact area — An area having designated boundaries within the limits <strong>of</strong> which all<br />

ordnance will detonate or impact.<br />

implementation — Procedures governing the mobilization <strong>of</strong> the force and the deployment,<br />

employment, and sustainment <strong>of</strong> military operations in response to execution orders<br />

issued by the Secretary <strong>of</strong> Defense. Also called IMP. (JP 5-0)<br />

implied task — In the context <strong>of</strong> joint operation planning, a task derived during mission<br />

analysis that an organization must perform or prepare to perform to ac<strong>com</strong>plish a<br />

specified task or the mission, but which is not stated in the higher headquarters order.<br />

imprest fund — A cash fund <strong>of</strong> a fixed amount established through an advance <strong>of</strong> funds,<br />

without appropriation change, to an authorized imprest fund cashier to effect immediate<br />

cash payments <strong>of</strong> relatively small amounts for authorized purchases <strong>of</strong> supplies and<br />

nonpersonal services.<br />

imprest funds — Funds issued by Army and Air Force Exchange Service (AAFES) to a<br />

military organization to purchase beginning inventory for the operation <strong>of</strong> an AAFES<br />
