prisoner <strong>of</strong> war camp — An installation established for the internment and administration<br />

<strong>of</strong> prisoners <strong>of</strong> war.<br />

private sector — An umbrella term that may be applied in the United States and in foreign<br />

countries to any or all <strong>of</strong> the nonpublic or <strong>com</strong>mercial individuals and businesses,<br />

specified nonpr<strong>of</strong>it organizations, most <strong>of</strong> academia and other scholastic institutions,<br />

and selected nongovernmental organizations. (JP 3-57)<br />

privity <strong>of</strong> contract — The legal relationship that exists between two contracting parties, for<br />

example, between the government and the prime contractor (JP 4-10)<br />

probability <strong>of</strong> damage — (*) The probability that damage will occur to a target expressed<br />

as a percentage or as a decimal. Also called PD.<br />

probe — In information operations, any attempt to gather information about an automated<br />

information system or its on-line users. See also information; information<br />

procedural control — A method <strong>of</strong> airspace control which relies on a <strong>com</strong>bination <strong>of</strong><br />

previously agreed and promulgated orders and procedures. (JP 3-52)<br />

procedures — Standard, detailed steps that prescribe how to perform specific tasks. See<br />

also tactics; techniques. (CJCSI 5120.<strong>02</strong>)<br />

procedure word — A word or phrase limited to radio telephone procedure used to facilitate<br />

<strong>com</strong>munication by conveying information in a condensed standard form. Also called<br />

proword. (JP 3-09.3)<br />

processing — A system <strong>of</strong> operations designed to convert raw data into useful information.<br />

processing and exploitation — In intelligence usage, the conversion <strong>of</strong> collected<br />

information into forms suitable to the production <strong>of</strong> intelligence. See also intelligence<br />

process owner — The head <strong>of</strong> a Department <strong>of</strong> Defense <strong>com</strong>ponent assigned a<br />

responsibility by the Secretary <strong>of</strong> Defense when process improvement involves more<br />

than one <strong>Military</strong> Service or Department <strong>of</strong> Defense <strong>com</strong>ponent. (JP 4-0)<br />

procurement lead time — The interval in time between the initiation <strong>of</strong> procurement<br />

action and receipt into the supply system <strong>of</strong> the production model (excludes prototypes)<br />

purchased as the result <strong>of</strong> such actions. It is <strong>com</strong>posed <strong>of</strong> two elements, production<br />

lead time and administrative lead time. See also production lead time; receipt into<br />
