dominant user concept — The concept that the Service that is the principal consumer will<br />

have the responsibility for performance <strong>of</strong> a support workload for all using Services.<br />

double agent — Agent in contact with two opposing intelligence services, only one <strong>of</strong><br />

which is aware <strong>of</strong> the double contact or quasi-intelligence services. Also called DA.<br />

downgrade — To determine that classified information requires, in the interests <strong>of</strong> national<br />

security, a lower degree <strong>of</strong> protection against unauthorized disclosure than currently<br />

provided, coupled with a changing <strong>of</strong> the classification designation to reflect such a<br />

downloading — An operation that removes airborne weapons or stores from an aircraft.<br />

draft — 1. The conscription <strong>of</strong> qualified citizens in military service. See also active duty;<br />

<strong>Military</strong> Service. (JP 4-05) 2. The depth <strong>of</strong> water that a vessel requires to float freely;<br />

the depth <strong>of</strong> a vessel from the water line to the keel. See also watercraft. (JP 4-01.6)<br />

drone — A land, sea, or air vehicle that is remotely or automatically controlled. (JP 3-52)<br />

drop altitude — The altitude above mean sea level at which airdrop is executed. See also<br />

drop height. (JP 3-17)<br />

drop height — The vertical distance between the drop zone and the aircraft. See also drop<br />

altitude. (JP 3-17)<br />

drop zone — A specific area upon which airborne troops, equipment, or supplies are<br />

airdropped. Also called DZ. (JP 3-17)<br />

drug interdiction — A continuum <strong>of</strong> events focused on interrupting illegal drugs smuggled<br />

by air, sea, or land. Normally consists <strong>of</strong> several phases – cueing, detection, sorting,<br />

monitoring, interception, handover, disruption, endgame, and apprehension – some<br />

which may occur simultaneously. See also counterdrug operations. (JP 3-07.4)<br />

dry deck shelter — A shelter module that attaches to the hull <strong>of</strong> a specially configured<br />

submarine to provide the submarine with the capability to launch and recover special<br />

operations personnel, vehicles, and equipment while submerged. The dry deck shelter<br />

provides a working environment at one atmosphere for the special operations element<br />

during transit and has structural integrity to the collapse depth <strong>of</strong> the host submarine.<br />
