<strong>com</strong>mon-user ocean terminals — A military installation, part <strong>of</strong> a military installation, or a<br />

<strong>com</strong>mercial facility operated under contract or arrangement by the Surface Deployment<br />

and Distribution Command which regularly provides for two or more Services terminal<br />

functions <strong>of</strong> receipt, transit storage or staging, processing, and loading and unloading <strong>of</strong><br />

passengers or cargo aboard ships. (JP 4-01.2)<br />

<strong>com</strong>mon-user sealift — The sealift services provided on a <strong>com</strong>mon basis for all<br />

Department <strong>of</strong> Defense agencies and, as authorized, for other agencies <strong>of</strong> the US<br />

Government. The <strong>Military</strong> Sealift Command, a transportation <strong>com</strong>ponent <strong>com</strong>mand <strong>of</strong><br />

the US Transportation Command, provides <strong>com</strong>mon-user sealift for which users<br />

reimburse the transportation accounts <strong>of</strong> the Transportation Working Capital Fund. See<br />

<strong>com</strong>mon-user transportation — Transportation and transportation services provided on a<br />

<strong>com</strong>mon basis for two or more Department <strong>of</strong> Defense agencies and, as authorized,<br />

non-Department <strong>of</strong> Defense agencies. Common-user assets are under the <strong>com</strong>batant<br />

<strong>com</strong>mand (<strong>com</strong>mand authority) <strong>of</strong> Commander, United States Transportation<br />

Command, excluding Service-organic or theater-assigned transportation assets. See<br />

<strong>com</strong>municate — To use any means or method to convey information <strong>of</strong> any kind from one<br />

person or place to another. (JP 6-0)<br />

<strong>com</strong>munications intelligence — Technical information and intelligence derived from<br />

foreign <strong>com</strong>munications by other than the intended recipients. Also called COMINT.<br />

<strong>com</strong>munications network — An organization <strong>of</strong> stations capable <strong>of</strong> inter<strong>com</strong>munications,<br />

but not necessarily on the same channel. (JP 6-0)<br />

<strong>com</strong>munications satellite — An orbiting vehicle, which relays signals between<br />

<strong>com</strong>munications stations. There are two types: a. active <strong>com</strong>munications satellite —<br />

A satellite that receives, regenerates, and retransmits signals between stations; b.<br />

passive <strong>com</strong>munications satellite — A satellite which reflects <strong>com</strong>munications<br />

signals between stations. Also called COMSAT. (JP 6-0)<br />

<strong>com</strong>munications security — The protection resulting from all measures designed to deny<br />

unauthorized persons information <strong>of</strong> value that might be derived from the possession and<br />

study <strong>of</strong> tele<strong>com</strong>munications, or to mislead unauthorized persons in their interpretation <strong>of</strong><br />

the results <strong>of</strong> such possession and study. Also called COMSEC. (JP 6-0)<br />

<strong>com</strong>munications security equipment — Equipment designed to provide security to<br />

tele<strong>com</strong>munications by converting information to a form unintelligible to an<br />

unauthorized interceptor and by reconverting such information to its original form for<br />

authorized recipients, as well as equipment designed specifically to aid in (or as an<br />

essential element <strong>of</strong>) the conversion process. Communications security equipment is<br />
