confirmation <strong>of</strong> information (intelligence) — An information item is said to be confirmed<br />

when it is reported for the second time, preferably by another independent source<br />

whose reliability is considered when confirming information. (JP 2-0)<br />

conflict prevention — A peace operation employing <strong>com</strong>plementary diplomatic, civil, and,<br />

when necessary, military means, to monitor and identify the causes <strong>of</strong> conflict, and take<br />

timely action to prevent the occurrence, escalation, or resumption <strong>of</strong> hostilities.<br />

Activities aimed at conflict prevention are <strong>of</strong>ten conducted under Chapter VI <strong>of</strong> the<br />

United Nations Charter. Conflict prevention can include fact-finding missions,<br />

consultations, warnings, inspections, and monitoring. (JP 3-07.3)<br />

consequence management — Actions taken to maintain or restore essential services and<br />

manage and mitigate problems resulting from disasters and catastrophes, including<br />

natural, man-made, or terrorist incidents. Also called CM. (JP 3-28)<br />

constellation — A number <strong>of</strong> like satellites that are part <strong>of</strong> a system. Satellites in a<br />

constellation generally have a similar orbit. For example, the Global Positioning<br />

System constellation consists <strong>of</strong> 24 satellites distributed in six orbital planes with<br />

similar eccentricities, altitudes, and inclinations. See also Global Positioning System.<br />

constraint — In the context <strong>of</strong> joint operation planning, a requirement placed on the<br />

<strong>com</strong>mand by a higher <strong>com</strong>mand that dictates an action, thus restricting freedom <strong>of</strong><br />

action. See also operational limitation; restraint. (JP 5-0)<br />

consumer — Person or agency that uses information or intelligence produced by either its<br />

own staff or other agencies.<br />

consumer logistics — That part <strong>of</strong> logistics concerning reception <strong>of</strong> the initial product,<br />

storage, inspection, distribution, transport, maintenance (including repair and<br />

serviceability), and disposal <strong>of</strong> materiel as well as the provision <strong>of</strong> support and services.<br />

In consequence, consumer logistics includes materiel requirements determination,<br />

follow-on support, stock control, provision or construction <strong>of</strong> facilities (excluding any<br />

materiel element and those facilities needed to support production logistic activities),<br />

movement control, codification, reliability and defect reporting, storage, transport and<br />

handling safety standards, and related training.<br />

consumption rate — The average quantity <strong>of</strong> an item consumed or expended during a<br />

given time interval, expressed in quantities by the most appropriate unit <strong>of</strong><br />

measurement per applicable stated basis. (JP 4-05)<br />

contact mine — A mine detonated by physical contact. See also mine. (JP 3-15)<br />

contact point — 1. In land warfare, a point on the terrain, easily identifiable, where two or<br />
