joint special operations air <strong>com</strong>ponent <strong>com</strong>mander — The <strong>com</strong>mander within a joint<br />

force special operations <strong>com</strong>mand responsible for planning and executing joint special<br />

operations air activities. Also called JSOACC. (JP 3-05)<br />

joint special operations area — An area <strong>of</strong> land, sea, and airspace assigned by a joint force<br />

<strong>com</strong>mander to the <strong>com</strong>mander <strong>of</strong> a joint special operations force to conduct special<br />

operations activities. Also called JSOA. (JP 3-0)<br />

joint special operations task force — A joint task force <strong>com</strong>posed <strong>of</strong> special operations<br />

units from more than one Service, formed to carry out a specific special operation or<br />

prosecute special operations in support <strong>of</strong> a theater campaign or other operations. Also<br />

called JSOTF. (JP 3-05)<br />

joint specialty <strong>of</strong>ficer or joint specialist — An <strong>of</strong>ficer on the active duty list who is<br />

particularly trained in, and oriented toward, joint matters. Also called JSO.<br />

joint staff — 1. The staff <strong>of</strong> a <strong>com</strong>mander <strong>of</strong> a unified or specified <strong>com</strong>mand, subordinate<br />

unified <strong>com</strong>mand, joint task force, or subordinate functional <strong>com</strong>ponent (when a<br />

functional <strong>com</strong>ponent <strong>com</strong>mand will employ forces from more than one <strong>Military</strong><br />

Department), that includes members from the several Services <strong>com</strong>prising the force.<br />

These members should be assigned in such a manner as to ensure that the <strong>com</strong>mander<br />

understands the tactics, techniques, capabilities, needs, and limitations <strong>of</strong> the<br />

<strong>com</strong>ponent parts <strong>of</strong> the force. Positions on the staff should be divided so that Service<br />

representation and influence generally reflect the Service <strong>com</strong>position <strong>of</strong> the force. 2.<br />

(capitalized as <strong>Joint</strong> Staff) The staff under the Chairman <strong>of</strong> the <strong>Joint</strong> Chiefs <strong>of</strong> Staff as<br />

provided for in Title 10, United States Code, Section 155. The <strong>Joint</strong> Staff assists the<br />

Chairman <strong>of</strong> the <strong>Joint</strong> Chiefs <strong>of</strong> Staff and, subject to the authority, direction, and<br />

control <strong>of</strong> the Chairman <strong>of</strong> the <strong>Joint</strong> Chiefs <strong>of</strong> Staff and the other members <strong>of</strong> the <strong>Joint</strong><br />

Chiefs <strong>of</strong> Staff in carrying out their responsibilities. Also called JS. See also staff.<br />

<strong>Joint</strong> Staff doctrine sponsor — A <strong>Joint</strong> Staff directorate assigned to coordinate a specific<br />

joint doctrine project with the <strong>Joint</strong> Staff. <strong>Joint</strong> Staff doctrine sponsors assist the lead<br />

agent and primary review authority as requested and directed and process the final<br />

coordination (and test publications if applicable) for approval. Also called JSDS. See<br />

<strong>Joint</strong> Strategic Capabilities Plan — A plan that provides guidance to the <strong>com</strong>batant<br />

<strong>com</strong>manders and the <strong>Joint</strong> Chiefs <strong>of</strong> Staff to ac<strong>com</strong>plish tasks and missions based on<br />

current military capabilities. Also called JSCP. See also <strong>com</strong>batant <strong>com</strong>mander;<br />

joint strategic exploitation center — Theater-level physical location for an exploitation<br />

facility that functions under the direction <strong>of</strong> the joint force <strong>com</strong>mander and is used to hold<br />

detainees with potential long-term strategic intelligence value, deemed to be <strong>of</strong> interest to<br />
