terrain flight — (*) Flight close to the Earth’s surface during which airspeed, height,<br />

and/or altitude are adapted to the contours and cover <strong>of</strong> the ground in order to avoid<br />

enemy detection and fire. Also called TERF.<br />

terrain following system — (*) A system which provides the pilot or autopilot <strong>of</strong> an<br />

aircraft with climb or dive signals such that the aircraft will maintain as closely as<br />

possible a selected height above a ground contour in a vertical plane through the flight<br />

vector.<br />

terrain intelligence — Intelligence on the military significance <strong>of</strong> natural and man-made<br />

characteristics <strong>of</strong> an area. (JP 3-15)<br />

terrestrial environment — The Earth’s land area, including its man-made and natural<br />

surface and sub-surface features, and its interfaces and interactions with the atmosphere<br />

and the oceans. (JP 3-14)<br />

territorial airspace — Airspace above land territory, internal waters, archipelagic waters,<br />

and territorial seas.<br />

territorial sea — A belt <strong>of</strong> ocean space adjacent to and measured from the coastal state’s<br />

baseline to a maximum width <strong>of</strong> 12 nm. Throughout the vertical and horizontal planes<br />

<strong>of</strong> the territorial sea, the coastal state exercises sovereign jurisdiction, subject to the<br />

right <strong>of</strong> innocent passage <strong>of</strong> vessels on the surface and the right <strong>of</strong> transit passage in,<br />

under, and over international straits. Territorial sea areas that are a continuation <strong>of</strong> sea<br />

lanes through archipelagoes are subject to archipelagic sealane passage, with the same<br />

transit rights as those that apply to international straits.<br />

terrorism — The unlawful use <strong>of</strong> violence or threat <strong>of</strong> violence to instill fear and coerce<br />

governments or societies. Terrorism is <strong>of</strong>ten motivated by religious, political, or other<br />

ideological beliefs and <strong>com</strong>mitted in the pursuit <strong>of</strong> goals that are usually political. See<br />

also antiterrorism; <strong>com</strong>bating terrorism; counterterrorism; force protection<br />

terrorist threat level — An intelligence threat assessment <strong>of</strong> the level <strong>of</strong> terrorist threat<br />

faced by US personnel and interests in a foreign country. The assessment is based on a<br />

continuous intelligence analysis <strong>of</strong> a minimum <strong>of</strong> five elements: terrorist group<br />

existence, capability, history, trends, and targeting. There are four threat levels: LOW,<br />

MODERATE, SIGNIFICANT, and HIGH. Threat levels should not be confused<br />

with force protection conditions. Threat level assessments are provided to senior<br />

leaders to assist them in determining the appropriate local force protection condition.<br />

(The Department <strong>of</strong> State also makes threat assessments, which may differ from those<br />

determined by Department <strong>of</strong> Defense.) (JP 3-07.2)<br />

theater — The geographical area for which a <strong>com</strong>mander <strong>of</strong> a geographic <strong>com</strong>batant<br />

<strong>com</strong>mand has been assigned responsibility. (JP 1)<br />
