critical requirement — An essential condition, resource, and means for a critical capability<br />

to be fully operational. (JP 5-0)<br />

critical supplies and materiel — Those supplies vital to the support <strong>of</strong> operations, which<br />

owing to various causes are in short supply or are expected to be in short supply. See<br />

also critical item. (JP 4-0)<br />

critical sustainability item — Any item described at National Stock Number level <strong>of</strong><br />

detail, by federal supply class, as part <strong>of</strong> the logistic factors file, that significantly affect<br />

the <strong>com</strong>mander’s ability to execute an operation plan. Also called CSI.<br />

critical vulnerability — An aspect <strong>of</strong> a critical requirement which is deficient or vulnerable<br />

to direct or indirect attack that will create decisive or significant effects. (JP 5-0)<br />

cross-leveling — The authority and ability to shift materiel inventory from one owner to<br />

meet the requirement <strong>of</strong> another. At the theater strategic level and operational level, it<br />

is the process <strong>of</strong> diverting en route or in-theater materiel from one military element to<br />

meet the higher priority <strong>of</strong> another within the <strong>com</strong>batant <strong>com</strong>mander’s directive<br />

authority for logistics. Cross-leveling plans must include specific reimbursement<br />

procedures. (JP 4-07)<br />

cross-loading (personnel) — The distribution <strong>of</strong> leaders, key weapons, personnel, and key<br />

equipment among the aircraft, vessels, or vehicles <strong>of</strong> a formation to preclude the total<br />

loss <strong>of</strong> <strong>com</strong>mand and control or unit effectiveness if an aircraft, vessel, or vehicle is<br />

lost. It is also an important factor in aiding rapid assembly <strong>of</strong> units at the drop zone or<br />

landing zone. (JP 3-17)<br />

cross-servicing — A subset <strong>of</strong> <strong>com</strong>mon-user logistics in which a function is performed by<br />

one <strong>Military</strong> Service in support <strong>of</strong> another <strong>Military</strong> Service and for which<br />

reimbursement is required from the Service receiving support. See also acquisition<br />

and cross-servicing agreement; <strong>com</strong>mon-user logistics; servicing. (JP 4-07)<br />

cross-targeting (nuclear) — The layering <strong>of</strong> weapons from different delivery platforms to<br />

increase the probability <strong>of</strong> target damage or destruction.<br />

cruise missile — Guided missile, the major portion <strong>of</strong> whose flight path to its target is<br />

conducted at approximately constant velocity; depends on the dynamic reaction <strong>of</strong> air<br />

for lift and upon propulsion forces to balance drag.<br />

cryptanalysis — The steps and operations performed in converting encrypted messages into<br />

plain text without initial knowledge <strong>of</strong> the key employed in the encryption.<br />

cryptochannel — 1. A <strong>com</strong>plete system <strong>of</strong> crypto-<strong>com</strong>munications between two or more<br />

holders. 2. The basic unit for naval cryptographic <strong>com</strong>munication. It includes: a. the<br />

cryptographic aids prescribed; b. the holders there<strong>of</strong>; c. the indicators or other means <strong>of</strong><br />

identification; d. the area or areas in which effective; e. the special purpose, if any, for<br />
