In addition, Sentinel-2 products shall be protected by the Terms & Conditions signed with the end users during registration. According to this, the security needs (in terms of confidentiality, integrity and availability) for each information category will be identified and proper access control means and access rights will be implemented in order to preserve these needs. In particular end users authentication and authorization functions to request and access to the Sentinel-2 products will be delegated to the CDS for GSPs and to the MMUS for other Users (see sections 4.10.1.1, 4.10.1.2). No need for a formal security classification, as defined in the EU Council regulations (2001/264/EC), the EU commission decision (2001/844/EC,) and the ESA Security regulations, has been defined up to now, and no such requirements have been expressed up to now by the EU Commission (TBC). No need for clearance has been identified up to now, either. 4.7.2 NETWORK INFRASTRUCTURE The PDGS network infrastructure will provide connectivity services to the Sentinel-2 PDGS centres and users and will support the following communications: ○ Payload Data Ground Segment network connectivity; ○ Electronic circulation of satellite data, mainly from the satellite acquisition stations to the specialized processing and archiving centres; ○ Transfer of planning and M&C data between the PDGS centres; ○ Electronic circulation of auxiliary data, mainly from the external providers to the centres; ○ Data exchanges with the FOS; ○ User access to the products catalogues for consulting and ordering; ○ Sentinel-2 data dissemination to scientific and commercial users; ○ Operators access to PDGS systems for operation and maintenance; ○ Data communications internal to the different centres and facilities; The PDGS network will offer functions and services inspired from ESA’s principles and requirements described in [RD-20], [RD-21], and [RD-22]. 3 CiS: Centre for Internet Security, www.cisecurity.com ESA UNCLASSIFIED – For Official Use © ESA The copyright of this document is the property of ESA. GSC Sentinel-2 PDGS OCD Issue 1 Revision 2 (draft) - 25.07.2010 GMES-GSEG-EOPG-TN-09-0008 page 169 of 350 The infrastructure aims for maximised scalability, flexibility and capacity to be upgraded and modelled to: ○ Meet and adapt to the evolving data circulation and dissemination requirements of the PDGS; ○ Satisfy the timeliness constraints of the NRT services; ○ Serve all the intended Sentinel-2 users according to the Mission requirements specifications. The network infrastructure will additionally provide a set of auxiliary Information and Communication Technology (ICT) network services aimed to ensure the necessary connectivity and security services, such as Email, NTP, Proxy and DNS services. 4.8 Collaborative PDGS Concepts As introduced in section 4.3.2.4, the Sentinel-2 core PDGS will offer specific collaboration opportunities aiming, in a harmonised approach, at enhancing the capabilities and scope of the global GSC through third-party contributions, i.e. beyond the sole scope of the core GSC. This section describes the two baseline practical collaborative services identified for the Sentinel-2 PDGS in responding to this global objective. Whilst the opportunity to feed Sentinel-2 data to nationally or privately managed Local Ground Stations exists and can be considered as a collaborative opening, it falls beyond the strict scope of the Sentinel-2 PDGS apart from the operations of an LGS commanding interface to enable the data reception activity directly from the Sentinel-2 spacecrafts. In counterpart, the Sentinel-2 PDGS will formalise the GSC collaborative concept through the offering of additional opportunities in two main collaboration areas: ○ Enhancement of Sentinel-2 data-access performance, data availability and reliability: This opportunity involves separate collaborative centres operated outside of the GSC framework but fed with Sentinel-2 data products though the core PDGS whilst hosting PDGS software enabling local mirroring and distribution of the data; ○ Support to the development of new GSC products and their transfer to operation for operational sustainability: This opportunity involves separate collaborative entities, possibly scientific institutes or the GMES service providers themselves, which collaborate by hosting their privately developed data-processing software in the PDGS core (or collaborative) centres enabling the sustained generation of additional products. It is motivated to a large extent by the recent experience gained at ESA in this domain (cf. section 4.3.5.4). The following sections describe the above opportunities. Access and management of those two opportunities will be formalised as actual PDGS services as described in section 4.10.2 and covered further down as detailed operation concepts enabling the collaborations.
