It is however stressed that this level of EDRS usage via the OCP is at this stage totally<br />

hypothetical as highly dependent on actual OCP capabilities with <strong>Sentinel</strong>-2 which are<br />

currently being analysed. As currently stated in [RD-27], “The <strong>Sentinel</strong>-2 Laser<br />

Communications Terminal 1 is a secondary payload for the evaluation of high speed data<br />

communications by means of a laser link using a geostationary satellite as relay”. The<br />

effective OCP capabilities, in particular regarding its operation constraints vis-à-vis MSI<br />

operations, will be evaluated in-flight from which workable scenarios will derived and<br />

potentially used operationally.<br />

Nevertheless, specific mission operation scenarios have been derived based on the optimal<br />

anticipated performance of OCP and EDRS in-flight.<br />

3.8 Management<br />

The overall management of the <strong>Sentinel</strong>-2 mission, including the space segment gradually<br />

including <strong>Sentinel</strong>-2A then <strong>Sentinel</strong>-2B and the ground-segment including the FOS and the<br />

<strong>PDGS</strong> will be led by the <strong>Sentinel</strong>-2 Mission Management Authority (MMA). As such, the MMA<br />

will be globally responsible for the achievements of the overall mission requirements.<br />

Regarding its relationship with the <strong>GSC</strong> and in particular vis-à-vis the DAP, it is assumed the<br />

MMA represents a uniformed authority with the <strong>GSC</strong>DA on <strong>Sentinel</strong>-2 matters.<br />

The MMA will centralise all decisions covering:<br />

○ The definition and management of the High-Level Operation Plan (HLOP). During the<br />

commissioning-phase of each spacecraft, the HLOP is superseded by the <strong>Sentinel</strong>-2<br />

Commissioning-Plan (S2CP) defined for that spacecraft.<br />

○ The fulfilment of the Data-Policy applicable to the <strong>Sentinel</strong>-2 mission data;<br />

○ The coordinated management with the <strong>GSC</strong> authority of the DAP and its evolutions as<br />

regarding <strong>Sentinel</strong>-2 contributions;<br />

○ The definition and management of agreements with potential third-party operated<br />

Local Ground-Stations (LGS) entitled to receive <strong>Sentinel</strong>-2 X-Band real-time data and<br />

mirroring in the HLOP.<br />

○ The definition of mission performance and quality baseline targets with respect to all<br />

mission stakeholders.<br />

Before the formal start of Phase-E2 of each <strong>Sentinel</strong>-2 spacecraft unit and in particular during<br />

their commissioning-phase, the <strong>PDGS</strong> will be considered pre-operational only (cf. section<br />

4.6.2) and will be dedicated to serving operationally the FOS and other specific stakeholders<br />

according to the commissioning-plan requirements. The commissioning-plan relevant to the<br />

Phase-E1 of one spacecraft unit will entirely supersede HLOP applicability for all mission<br />

operations linked to that spacecraft during this phase.<br />
