A summary of the needs from the LMCS as well as other land services is described hereafter<br />

as relevant to <strong>Sentinel</strong>-2 type of sensors:<br />

○ Acquisition tasking needs<br />

Security services generally require time-sampled data for monitoring purposes, but not<br />

necessarily all data systematically generated. Almost all services require a predefined<br />

satellite tasking, excluding ‘‘terrain analysis and mobility assessment’’ and ‘’postconflict<br />

damage assessment’’.<br />

Hence, an approach similar to the coverage datasets introduced in the Land service<br />

review is considered appropriate.<br />

○ Products and quality needs<br />

The same requirements as for the Emergency Services are identified. In this case<br />

most of services requires explicitly ortho-rectified data while geolocation accuracy is<br />

variable and sometimes is still TBD, but actually very stringent. Furthermore quite<br />

important is the requirement on the cloud coverage which generally has to be less than<br />

25%.<br />

In addition, the following drivers to the mission operations are highlighted:<br />

○ Systematic pre-defined long term satellite tasking capability;<br />

○ Capability to support generation of coverage data sets;<br />

○ Access to systematic medium-term data through subscription;<br />

○ Product quality stability monitoring, accurate radiometric calibration and traceability;<br />

○ On-line access to historical products;<br />

○ Mission data reprocessing;<br />

○ Mapping frequency variable wrt. the service<br />
