4.2.1.2 Data-Access Management
Regarding access to Sentinel-2 data, associated services and the management of
authorisations in this respect, the POM will:
○ Register GSPs authorised through the GSCDA/DAP for access to Sentinel-2 data and
cascade all associated PDGS configuration in this respect;
○ Apply the HLOP enabling the real-time data reception in direct-downlink from the
spacecrafts to third-party LGS according to the agreed national and international
cooperation agreements endorsed by the MMA in this respect;
○ Apply the data-policy in place for access to Sentinel-2 imagery by the Users;
○ Define, manage and implement collaboration agreements with potential Collaborative
PDGS entities for Sentinel-2 (cf. section 4.2.6);
4.2.2 INTERFACES
As described in the previous section, the Sentinel-2 PDGS will be globally controlled by the
POM. As such, the POM acts as a PDGS external interface exercising operational control and
receiving feedback assessments on the PDGS and mission overall performance.
Vis-a-vis external stakeholders, the following PDGS interfaces have been identified:
○ The Sentinel-2 users as listed in section 3.2 as primary stakeholders for the
exploitation of the Sentinel-2 data-access services and products provided by the
PDGS. The GSPs are specific priority users;
○ The GSCDA/CDS as interacting with the PDGS for GSC coordinated data-access
services and reporting;
○ LGSs authorised through the HLOP for RT reception of Sentinel-2 payload data
through the X-Band direct downlink interface;
○ The Sentinel-2 FOS at ESA/ESOC as a working interface with the PDGS for mission
planning as well as stakeholder for the operational exploitation of HKTM products
generated by the PDGS;
○ The CNES centre in Toulouse as a working interface with the PDGS during the
commissioning phase of the Sentinel-2 spacecrafts and stakeholder for the timely
reception of Level-0 data acquired at the PDGS ground-stations to perform
commissioning activities;
○ Collaborative entities having agreed a partnership with the Sentinel-2 POM as further
outlined in section 4.2.6.
As far as Sentinel-2 mission data feeding to the PDGS is concerned, two interfaces have
been identified:
○ The Sentinel-2 spacecrafts data downlink interface in X-Band;
