4.2.1.2 Data-Access Management<br />

Regarding access to <strong>Sentinel</strong>-2 data, associated services and the management of<br />

authorisations in this respect, the POM will:<br />

○ Register GSPs authorised through the <strong>GSC</strong>DA/DAP for access to <strong>Sentinel</strong>-2 data and<br />

cascade all associated <strong>PDGS</strong> configuration in this respect;<br />

○ Apply the HLOP enabling the real-time data reception in direct-downlink from the<br />

spacecrafts to third-party LGS according to the agreed national and international<br />

cooperation agreements endorsed by the MMA in this respect;<br />

○ Apply the data-policy in place for access to <strong>Sentinel</strong>-2 imagery by the Users;<br />

○ Define, manage and implement collaboration agreements with potential Collaborative<br />

<strong>PDGS</strong> entities for <strong>Sentinel</strong>-2 (cf. section 4.2.6);<br />

4.2.2 INTERFACES<br />

As described in the previous section, the <strong>Sentinel</strong>-2 <strong>PDGS</strong> will be globally controlled by the<br />

POM. As such, the POM acts as a <strong>PDGS</strong> external interface exercising operational control and<br />

receiving feedback assessments on the <strong>PDGS</strong> and mission overall performance.<br />

Vis-a-vis external stakeholders, the following <strong>PDGS</strong> interfaces have been identified:<br />

○ The <strong>Sentinel</strong>-2 users as listed in section 3.2 as primary stakeholders for the<br />

exploitation of the <strong>Sentinel</strong>-2 data-access services and products provided by the<br />

<strong>PDGS</strong>. The GSPs are specific priority users;<br />

○ The <strong>GSC</strong>DA/CDS as interacting with the <strong>PDGS</strong> for <strong>GSC</strong> coordinated data-access<br />

services and reporting;<br />

○ LGSs authorised through the HLOP for RT reception of <strong>Sentinel</strong>-2 payload data<br />

through the X-Band direct downlink interface;<br />

○ The <strong>Sentinel</strong>-2 FOS at <strong>ESA</strong>/ESOC as a working interface with the <strong>PDGS</strong> for mission<br />

planning as well as stakeholder for the operational exploitation of HKTM products<br />

generated by the <strong>PDGS</strong>;<br />

○ The CNES centre in Toulouse as a working interface with the <strong>PDGS</strong> during the<br />

commissioning phase of the <strong>Sentinel</strong>-2 spacecrafts and stakeholder for the timely<br />

reception of Level-0 data acquired at the <strong>PDGS</strong> ground-stations to perform<br />

commissioning activities;<br />

○ Collaborative entities having agreed a partnership with the <strong>Sentinel</strong>-2 POM as further<br />

outlined in section 4.2.6.<br />

As far as <strong>Sentinel</strong>-2 mission data feeding to the <strong>PDGS</strong> is concerned, two interfaces have<br />

been identified:<br />

○ The <strong>Sentinel</strong>-2 spacecrafts data downlink interface in X-Band;<br />
