As currently stated in [RD-27], “The Sentinel-2 Laser Communications Terminal 1 is a secondary payload for the evaluation of high speed data communications by means of a laser link using a geostationary satellite as relay”. The effective OCP capabilities, in particular regarding its operation constraints vis-à-vis MSI operations, will be evaluated in-flight from which workable scenarios will derived and potentially used operationally. Nevertheless, specific mission operation scenarios have been derived based on the optimal anticipated performance of OCP and EDRS in-flight. 3.8 Management The overall management of the Sentinel-2 mission, including the space segment gradually including Sentinel-2A then Sentinel-2B and the ground-segment including the FOS and the PDGS will be led by the Sentinel-2 Mission Management Authority (MMA). As such, the MMA will be globally responsible for the achievements of the overall mission requirements. Regarding its relationship with the GSC and in particular vis-à-vis the DAP, it is assumed the MMA represents a uniformed authority with the GSCDA on Sentinel-2 matters. The MMA will centralise all decisions covering: ○ The definition and management of the High-Level Operation Plan (HLOP). During the commissioning-phase of each spacecraft, the HLOP is superseded by the Sentinel-2 Commissioning-Plan (S2CP) defined for that spacecraft. ○ The fulfilment of the Data-Policy applicable to the Sentinel-2 mission data; ○ The coordinated management with the GSC authority of the DAP and its evolutions as regarding Sentinel-2 contributions; ○ The definition and management of agreements with potential third-party operated Local Ground-Stations (LGS) entitled to receive Sentinel-2 X-Band real-time data and mirroring in the HLOP. ○ The definition of mission performance and quality baseline targets with respect to all mission stakeholders. Before the formal start of Phase-E2 of each Sentinel-2 spacecraft unit and in particular during their commissioning-phase, the PDGS will be considered pre-operational only (cf. section 4.6.2) and will be dedicated to serving operationally the FOS and other specific stakeholders according to the commissioning-plan requirements.
