○ Local, covering urban areas, sites which rapidly change and areas with an high<br />

activity;<br />

○ Continental, for wall to wall inventory Europe for land use and land cover at HR and<br />

MR;<br />

○ Global, for land services which contribute to the understanding of global environment<br />

and changes and resource management;<br />

The <strong>Sentinel</strong>-2 mission will supply principally the Local and Continental component mainly<br />

because of the spatial resolution of the optical instrument (≥ 10 m).<br />

The land services with requirements having an implication on <strong>Sentinel</strong>-2 <strong>PDGS</strong> operations<br />

are:<br />

○ Fast Track FP7 Land Monitoring Core Service Projects (LMCS):<br />

o LMCS_001 – EEA-38 wall-to-wall coverage<br />

o LMCS_009 – High Risk Areas<br />

o LMCS_010 – Agro-environmental analysis<br />

o LMCS_012a – Europe land cover of forests, HR coverage<br />

o LMCS_003 – Seasonal/annual land change monitoring: Africa selected areas<br />

(HR)<br />

o LMCS_006c – Selected sites for validation of MR and LR biophysical products<br />

○ <strong>ESA</strong> GMES Service Element (GSE) Projects:<br />

o LGSE_001 – Global Monitoring Food Security: Crop mapping: Africa selected<br />

areas (HR)<br />

o LGSE_003 – Forest Monitoring: REDD<br />

A summary of the needs from the LMCS as well as other land services is described hereafter<br />

as relevant to <strong>Sentinel</strong>-2 type of sensors:<br />

○ Acquisition tasking needs:<br />

Data requirements from the LMCS and Land services in general are mostly expressed<br />

as monitoring of a area of interest and revisit frequency requirements, or eventually, as<br />

coverage requirements.<br />

A systematic pre-defined <strong>Sentinel</strong>-2 data observation capability is thus necessary.<br />

Although these services may not systematically require all acquired data, the need for<br />

consistent, cloud-free and complete coverages (e.g. a cloud-free seasonal/annual<br />

mapping of Europe) imposes continuous and systematic observations to increase the<br />

probability of clear-sky observations.<br />
