INTRODUCTION | HISTORY
The senior administrative structure of the
College was reorganized in Spring 1999. The
Chancellor proposed, and the Board of Trustees
approved, three equal positions: Vice Chancellor
for Academic Affairs; Vice Chancellor for Finance
and Administration; and Vice Chancellor for
Student Development. In addition to this reorganization,
the Chancellor’s Cabinet, consisting
of 19 administrators, was formed and meets
twice per month.
To follow are updates on changes relating to
administration and governance, new facilities
and infrastructure upgrades, and changes promoting
student success that have taken place
since the last accreditation review in 2000.
Administrative &
Governance Updates
• A new Strategic Plan was created in 2002 and
adopted by the Board in 2003 through an
inclusive process. Extensive discussions were
held by the principal Shared Governance
groups, the Academic Senate, Associated
Students, Classified Senate, and the College
Council along with listening sessions at
various campuses. To ensure that the Strategic
Plan became a living and driving force in the
annual planning and budgeting process,
Strategic Plan Implementation Schedules were
developed that describe the timetable and
identify the key staff members responsible
for ensuring the success of the Plan.
• In the area of student support services, CCSF
restructured its Counseling Department to
better meet the needs of students, driven by
a comprehensive assessment of the student
services system and the Student Development
Education Master Plan. Rather than a “one
size fits all” approach, the once “General
Counseling” Department is now divided
into four basic departments: New Student
Counseling, Continuing Student Counseling,
International Student Counseling, and
Transfer Student Counseling. In addition to
the reorganization, the various counseling
departments are beginning to utilize a case
management approach better suited to
meeting individual students’ needs.
• The Facilities and Maintenance Departments
were reorganized and placed under the
supervision of a new Associate Vice Chancellor
of Facilities Planning and Management.
• The College’s Planning and Budgeting
Council, which was reorganized in Spring
1999, has been fully operational since 2000
and includes the Strategic Plan, the Annual
Plan, Cost Center Plans, the CCSF Budget, and
the Assessment component, which includes
Mid-Year and End-of-Year Assessment Reports
and an annual College Performance Indicators
Report. The College’s Planning and Budgeting
System are fully integrated into the College’s
Shared Governance System, and, with the
leadership of the Chancellor, all College
constituencies participate in the development
and review of planning objectives and
budgets. The Planning and Budgeting Council
(PBC) is the key College Shared Governance
committee charged with providing guidance
within the overall planning system.
• The City College of San Francisco
Foundation’s Board of Directors has been
restructured since the last accreditation review.
There are now 17 directors and a new set of
by-laws. The College has also increased its
emphasis on competitive grant seeking by
transforming the grant writing position in the
Office of Research, Planning and Grants into
an Associate Dean-level position in 2001
(staffed in January 2002). In addition to the
new administrator, the Office of Research,
Planning and Grants now has a Special
Projects Coordinator who devotes significant
time to grant writing and a Post-Awards
Grants Manager to assist grant-funded projects
with budgeting. The College has also
developed an Advancement Plan that maps
out a strategy for helping to “fill in the gaps”
and provide funding for those items that go
beyond basic operations.
