INTRODUCTION | HISTORY<br />
The senior administrative structure <strong>of</strong> the<br />
<strong>College</strong> was reorganized in Spring 1999. The<br />
Chancellor proposed, and the Board <strong>of</strong> Trustees<br />
approved, three equal positions: Vice Chancellor<br />
for Academic Affairs; Vice Chancellor for Finance<br />
and Administration; and Vice Chancellor for<br />
Student Development. In addition to this reorganization,<br />
the Chancellor’s Cabinet, consisting<br />
<strong>of</strong> 19 administrators, was formed and meets<br />
twice per month.<br />
To follow are updates on changes relating to<br />
administration and governance, new facilities<br />
and infrastructure upgrades, and changes promoting<br />
student success that have taken place<br />
since the last accreditation review in 2000.<br />
Administrative &<br />
Governance Updates<br />
• A new Strategic Plan was created in 2002 and<br />
adopted by the Board in 2003 through an<br />
inclusive process. Extensive discussions were<br />
held by the principal Shared Governance<br />
groups, the Academic Senate, Associated<br />
Students, Classified Senate, and the <strong>College</strong><br />
Council along with listening sessions at<br />
various campuses. To ensure that the Strategic<br />
Plan became a living and driving force in the<br />
annual planning and budgeting process,<br />
Strategic Plan Implementation Schedules were<br />
developed that describe the timetable and<br />
identify the key staff members responsible<br />
for ensuring the success <strong>of</strong> the Plan.<br />
• In the area <strong>of</strong> student support services, CCSF<br />
restructured its Counseling Department to<br />
better meet the needs <strong>of</strong> students, driven by<br />
a comprehensive assessment <strong>of</strong> the student<br />
services system and the Student Development<br />
Education Master Plan. Rather than a “one<br />
size fits all” approach, the once “General<br />
Counseling” Department is now divided<br />
into four basic departments: New Student<br />
Counseling, Continuing Student Counseling,<br />
International Student Counseling, and<br />
Transfer Student Counseling. In addition to<br />
the reorganization, the various counseling<br />
departments are beginning to utilize a case<br />
management approach better suited to<br />
meeting individual students’ needs.<br />
• The Facilities and Maintenance Departments<br />
were reorganized and placed under the<br />
supervision <strong>of</strong> a new Associate Vice Chancellor<br />
<strong>of</strong> Facilities Planning and Management.<br />
• The <strong>College</strong>’s Planning and Budgeting<br />
Council, which was reorganized in Spring<br />
1999, has been fully operational since 2000<br />
and includes the Strategic Plan, the Annual<br />
Plan, Cost Center Plans, the CCSF Budget, and<br />
the Assessment component, which includes<br />
Mid-Year and End-<strong>of</strong>-Year Assessment Reports<br />
and an annual <strong>College</strong> Performance Indicators<br />
Report. The <strong>College</strong>’s Planning and Budgeting<br />
System are fully integrated into the <strong>College</strong>’s<br />
Shared Governance System, and, with the<br />
leadership <strong>of</strong> the Chancellor, all <strong>College</strong><br />
constituencies participate in the development<br />
and review <strong>of</strong> planning objectives and<br />
budgets. The Planning and Budgeting Council<br />
(PBC) is the key <strong>College</strong> Shared Governance<br />
committee charged with providing guidance<br />
within the overall planning system.<br />
• The <strong>City</strong> <strong>College</strong> <strong>of</strong> <strong>San</strong> <strong>Francisco</strong><br />
Foundation’s Board <strong>of</strong> Directors has been<br />
restructured since the last accreditation review.<br />
There are now 17 directors and a new set <strong>of</strong><br />
by-laws. The <strong>College</strong> has also increased its<br />
emphasis on competitive grant seeking by<br />
transforming the grant writing position in the<br />
Office <strong>of</strong> Research, Planning and Grants into<br />
an Associate Dean-level position in 2001<br />
(staffed in January 2002). In addition to the<br />
new administrator, the Office <strong>of</strong> Research,<br />
Planning and Grants now has a Special<br />
Projects Coordinator who devotes significant<br />
time to grant writing and a Post-Awards<br />
Grants Manager to assist grant-funded projects<br />
with budgeting. The <strong>College</strong> has also<br />
developed an Advancement Plan that maps<br />
out a strategy for helping to “fill in the gaps”<br />
and provide funding for those items that go<br />
beyond basic operations.<br />
