3. The elimination <strong>of</strong> state funding for<br />

pr<strong>of</strong>essional development activities such as<br />

travel and FLEX pr<strong>of</strong>essional development<br />

days has had a serious impact on the District’s<br />

ability to provide adequate pr<strong>of</strong>essional<br />

development opportunities for faculty and<br />

staff. However, the <strong>College</strong> has continued to<br />

fund limited FLEX programs, a small number<br />

<strong>of</strong> staff development programs (some funded<br />

by external grants), and some travel. The<br />

District views pr<strong>of</strong>essional development as an<br />

essential component <strong>of</strong> its Strategic Plan and<br />

should continue to support pr<strong>of</strong>essional<br />

development activities that strengthen<br />

and improve academic programs and<br />

services, courses, instruction, alternate<br />

delivery systems, and success in achieving<br />

student learning outcomes.<br />

4. The Board <strong>of</strong> Trustees has a formal Code<br />

<strong>of</strong> Ethics and Responsibilities. Expectations<br />

for ethical behavior by employees <strong>of</strong> the<br />

District are covered in various District policies,<br />

employee handbooks, and collective<br />

bargaining agreements. The Administrators’<br />

Association is currently working on a code<br />

<strong>of</strong> ethics for administrators. However, the<br />

District should review its policies pertaining<br />

to ethical behavior and develop a code <strong>of</strong><br />

ethics for all employees.<br />
