4. As the <strong>College</strong> continues to expand its<br />
investment in the development <strong>of</strong> the<br />
learning environment and the assessment <strong>of</strong><br />
student learning outcomes, the emphasis <strong>of</strong><br />
its programs and services on personal and<br />
civic responsibility, as well as intellectual and<br />
aesthetic development will continue to grow.<br />
To that end, the Division should continue<br />
to refine its mission, its contributions,<br />
and its outcomes at the divisional,<br />
departmental, and programmatic levels,<br />
providing regular opportunities for its<br />
constituents to engage in dialog and begin<br />
the process <strong>of</strong> assessing its impact on the<br />
learning environment. The <strong>College</strong> provides<br />
an impressive array <strong>of</strong> programs, practices,<br />
and services that support and enhance our<br />
students’ understanding and appreciation<br />
<strong>of</strong> diversity. To continue our effort to promote<br />
diversity, the <strong>College</strong> should expedite the<br />
integration <strong>of</strong> multicultural perspectives<br />
into the curriculum and intensify<br />
coordination and outreach across<br />
the District.<br />
6. The <strong>College</strong> has strong policies and procedures<br />
governing the release <strong>of</strong> student records, but<br />
does not have an approved Board policy<br />
governing the permanent maintenance <strong>of</strong><br />
student records to ensure their security and<br />
the maintenance <strong>of</strong> confidentiality with<br />
provisions for secure backup regardless <strong>of</strong><br />
the form in which those files are maintained.<br />
To improve the handling <strong>of</strong> student records,<br />
the <strong>College</strong> should develop Board policies<br />
and procedures to govern the permanent<br />
maintenance <strong>of</strong> all student records, ensuring<br />
that they are secure and confidential<br />
with provisions for the backup <strong>of</strong> all files,<br />
regardless <strong>of</strong> the form in which those files<br />
are maintained. The guidelines published<br />
by the American Association <strong>of</strong> Collegiate<br />
Registrars and Admissions Officers, “Retention<br />
<strong>of</strong> Records: A Guide for the Retention and<br />
Disposal <strong>of</strong> Student Records,” and the family<br />
Education Rights and Protection Act (FERPA)<br />
provide appropriate standards and practices.<br />
5. The <strong>California</strong> community college system<br />
maintains an open-admissions policy and a<br />
stringent set <strong>of</strong> standards relative to the<br />
approval <strong>of</strong> placement instruments for all<br />
member institutions. CCSF has consistently<br />
met—or exceeded—all <strong>of</strong> the requirements<br />
for the tests that it has created as well as<br />
the commercially available tests that it has<br />
adopted, and has consistently obtained<br />
unconditional approval from the State<br />
Chancellors’ Office. The resources <strong>of</strong> the<br />
Office <strong>of</strong> Matriculation should continue<br />
to contribute to the development <strong>of</strong> the<br />
institution’s admissions and placement<br />
program, ensuring the effectiveness and<br />
fairness <strong>of</strong> the program.<br />
