III. Strengths & Areas for Improvement<br />

1. The <strong>College</strong> has effectively integrated physical<br />

resources into the District’s institutional<br />

planning system and developed a comprehensive<br />

Facilities Master Plan. With an influx<br />

<strong>of</strong> resources from the 1997 and 2001 bond<br />

measures and related state dollars leveraged<br />

as a result, the District has engaged internal<br />

and external constituencies in open dialogs,<br />

planning retreats, public forums, and ongoing<br />

committee meetings about project priorities<br />

that best promote student learning and<br />

achievement. There has been significant<br />

participation in the facilities planning<br />

processes through regular Shared Governance<br />

activities as well as “user groups” for design<br />

and remodeling <strong>of</strong> specific facilities. Bond<br />

funds have been used to support the<br />

development <strong>of</strong> major new facilities for two<br />

campuses as well as improvements <strong>of</strong> existing<br />

facilities at other campuses. The <strong>College</strong><br />

has successfully secured state funding for<br />

additional projects and another bond<br />

initiative is planned to secure funding to meet<br />

the objectives <strong>of</strong> the Facilities Master Plan.<br />

2. The physical resources at all locations where<br />

the <strong>College</strong> <strong>of</strong>fers courses, programs, and<br />

services are constructed and maintained to<br />

assure access, safety, security, and a healthful<br />

learning and working environment. The<br />

institution systematically assesses the<br />

effective use <strong>of</strong> physical resources and uses<br />

the results <strong>of</strong> the evaluations as the basis for<br />

improvement. Since the last accreditation<br />

review, significant improvements have been<br />

made in the organizational structure that<br />

supports facilities planning, construction,<br />

and maintenance. However, the District<br />

should implement long-range planning<br />

for the total cost <strong>of</strong> ownership for all <strong>of</strong><br />

the new facilities and major equipment<br />

initiatives currently in the planning stages<br />

for construction or purchase. In addition,<br />

significant expenditures need to be<br />

allocated to some <strong>of</strong> the District’s older<br />

buildings such as Science Hall and the<br />

Alemany Campus, or these facilities will<br />

continue to deteriorate.<br />
