Thames Water has however planned improvements to these works during the plan period to help the system cope with the effects of climate change. It will be the responsibility of Thames Water to assess whether any further works are required during the plan period to meet levels of expected growth in the catchment area. Chapter 9. Waste Management Introduction 9.1 This chapter considers waste management and analyses the Borough’s existing provision of waste management facilities and capacity. The chapter then moves on to consider the likely impact of the predicted development in the Borough on these facilities during the plan period, before identifying where and when future provision will be required over this same period (if applicable). 9.2 Responsibility for strategic waste management in Surrey lies with Surrey County Council. The key planning document for waste management is the Surrey Waste Management Plan which was adopted in 2008. This is actually made up of 3 development plan documents which together set out the planning framework for the development of waste management facilities in Surrey. One of the overarching aims of the Surrey Waste Plan is to minimise the volume of waste produced to reduce the amount to be disposed of in landfill. This is in line with European and national level policies. In addition, it is aimed to ensure that a high percentage of waste that is produced is reused or recycled. 9.3 To successfully achieve the targets for recycling, composting, recovery and diversion of waste from landfill, the Surrey Waste Plan is clear that a range of new facilities will be required across the County and at a range of scales, both large and small. Existing conditions 9.4 Currently, there are 15 Community Recycling Centres within Surrey. The Lyne Lane Community Recycling Centre is located within the Borough itself. The nearest Community Recycling Centres outside the Borough for Runnymede residents are located at Martyrs Lane, Woking and Charlton Lane, Shepperton. In 2011/12, some 139,624 tonnes of municipal waste was collected at County’s Community Recycling Centres. The overall percentage of waste recycled at the County’s Community Recycling Centres over this same period was in the region of 70.2%. Amongst the individual centres however the rate of recycling varied considerably. In 2011/12 the best performing CRC was at Bond Road in Warlingham which recycled 75.50% of its waste. The lowest rate of recycling was at Lyne Lane CRC which recycled 65.80% of all deposited waste. 9.5 Of relevance, in 2006, permission was granted (RU.06/0716) for the redesign of Lyne Lane Community Recycling Centre into a modern split level recycling facility to improve recycling provision and waste separation at the site. At the same time, the applicant (Surrey Waste Management ltd) applied to the Environment Agency to increase the capacity of the site from 7500 to 8500 tonnes per annum (under a waste management licence). 9.6 In addition, there are a number of local recycling facilities spread across the Borough.
