a ‘Key Infrastructure Providers Workshop’ (KIPW 2010) to all relevant stakeholders including neighbouring authorities. The KIPW 2010 convened on 29 th July 2010. The information already stored in the database was reviewed, and Infrastructure Providers also provided additional information on infrastructure capacity and demand issues, as well as on any programmes of work in the pipe-line that were designed to address those needs. 1.9 Subsequent stages in the project have involved discussions with specific infrastructure providers such as Surrey County Council (Transport, Education, and Libraries departments in particular), the Environment Agency and utility providers. Internal discussions have also taken place with various Council departments who are involved in the provision of social and green infrastructure (including the Community Services team and the Leisure department). 1.10 The information obtained from these discussions has informed the contents of this current version of the IDP and IS. The IS summarises the projects noted in the IDP but additionally considers which of the infrastructure is essential and which is desirable. Essential infrastructure in this context represents items without which the development forecast in the Local Plan could not come forward. Desirable infrastructure represents items which, whilst not vital to unlock growth, will support growth and benefit local communities over the plan period. Structure of Document 1.11 The remainder of this report is structured as follows: • Chapter 2: Provides the context for infrastructure planning in Runnymede, covering areas such as social, economic and environmental characteristics, and sets out the main policy context in which the provision of infrastructure resides. The chapter describes current and future roles of Runnymede’s Local Strategic Partnership (LSP) and Local Economic Partnership (LEP) in infrastructure planning and delivery, and then moves on to consider the role of the Council’s Sustainable Community Strategy (SCS) and Corporate Plan (CP). The chapter ends by focusing on the Council’s emerging Local Plan. • Chapter 3: Establishes the main infrastructure designations and subdesignations in relation to Runnymede. It defines ‘physical’, ‘social’ and ‘green’ infrastructure and identifies who is currently responsible for delivery – the delivery agencies; • Chapter 4: Explains the methodology adopted for preparing this IDP and IS and the assumptions made in relation to the amount, type and distribution of development and population projections; • Chapter 5: Considers the amount and distribution of planned residential and commercial development over the plan period; • Chapters 6 to 15: Within these chapters, infrastructure designations are systematically assessed and appraised against the demand identified in Chapter 5. o Conclusion. 1.12 The report is supported by a number of appendices, the contents of which are summarised in the contents pages of this report. Consultation to Date 1.13 Council officers have engaged with key delivery agencies in the development of its SCS and Local Plan (see Council’s statement of consultation for further information) and the accompanying appraisal and assessments of both those documents. The KIPW 2010 initiated a series of specific consultations on the emerging IDP and IS. This whole process involved correspondence, workshops, and meetings. 1.14 The Council followed up its KIPW 2010, by convening its MLF 2010 on 23 rd November 2010. This forum had the sole intention of facilitating conversations between major landowners who could potentially bring forward co-located development proposals that could have an impact on infrastructure capacity.
