economic development, planning and infrastructure delivery for example, and cooperates closely with the network of adjacent Local Enterprise Partnerships on issues of shared interest. The Growing Enterprise Fund has been established by Enterprise M3 LEP, using funds awarded to it by the Government’s Growing Places Fund. The fund has a total value of £21.7m. The fund is available to help support economic growth by addressing the infrastructure and site constraints that may be impeding development, helping to create housing and jobs for local people. 15.7 It was announced in the Chancellor’s Autumn Statement that the Government will provide new money to support the Local Enterprise Partnerships, and from April 2015 the Government will place more of the funding that currently goes to local transport, housing, skills and getting people back to work into a single pot that LEPs can bid for. 15.8 Surrey County Council: Key provider of transport, education, libraries and waste infrastructure. Also the lead flood authority for Surrey. 15.9 It is also considered noteworthy that RBC itself operates a Business Partnership which aims to bring together the local business community, three local Chambers of Commerce, Surrey Police, schools, colleges and the Borough Council, in order to tackle issues affecting businesses across Runnymede. Again, it is considered that continuing to forge strong relationships with the Business Partnership will help foster economic growth over the plan period. Development Management and Planning Obligations 15.10 The Council takes a positive approach to Development Management and is keen to work with landowners and developers to help bring forward development that will deliver the strategic objectives in the Local Plan and help deliver infrastructure to unlock growth over the plan period. As such, the Council actively encourages pre application discussions to steer proposals in the formulative stages. In addition, the Council has appointed independent viability consultants to advise the Council on suitable levels of CIL payments which could be charged to help secure policy objectives without damaging the overall viability of the proposals which will come forward in the Borough over the plan period. 15.11 Even when a CIL charging regime is in place across the Borough, physical or financial contributions secured as part of the planning process outside of CIL will continue to be important in mitigating the likely impacts that new development will have on the area in which they are based. S106 agreements will continue to be an important part of the planning process to secure contributions towards affordable housing and Strategic Access Management and Monitoring (SAMM) monies as part of the Thames Basin Heaths mitigation strategy. Other scheme specific infrastructure may also be secured through this mechanism. 15.12 Strategic Policy 04 of the draft Local Plan confirms the Council’s commitment to securing appropriate contributions to, and directly providing, infrastructure and mitigation required to support new development. Infrastructure Schedule 15.13 An Infrastructure Schedule is contained in Appendix 1 of the IDP. This schedule indicates the essential and desirable infrastructure in the Borough, provides details of estimated costings, sources of funding and delivery phasing over the plan period when known. Monitoring and Updating the IDP 15.14 Infrastructure providers including Surrey County Council, the Environment Agency, Thames Water, Affinity Water (previously Veolia Water) and other internal Council departments have been involved in the development of the Local Plan through Page | 165 Runnymede IDP DRAFT – February 2013
consultation at each stage of production of the document (see the Council’s Statement of Consultation for further information in this regard). There will be continued discussions with infrastructure providers to inform the IDP and ensure that it is kept accurate and up to date over the plan period. As discussed, the Council is committed to putting strong governance arrangements in place to ensure that this is achieved. 15.15 This is the first IDP prepared for Runnymede The baseline position in this IDP will allow RBC and its partners to prioritise investment decisions and address funding gaps over the lifetime of the Local Plan. The IDP is a live document which will be regularly updated over the lifetime of the Local Plan. The Infrastructure Schedule should be read alongside the IDP and is also a live document which will be reviewed and updated over the plan period. It is likely that the updating of the schedule will go hand in hand with the updating up the IDP as the two documents are intrinsically linked. Page | 166 Runnymede IDP DRAFT – February 2013
