Given that many journeys are in cars containing only one person, congestion and its knock on effects is therefore expected to become increasingly worse over the life of the plan. Figure 15 below has been taken from the Runnymede Borough Council’s Strategic Housing Market Assessment (SHMA) Compact Report (2006) and shows the forecasted population change by age group in the Borough up to 2021. According to this data, the population is set to increase by almost 20% between 2006 and 2021. This is in contrast to the 8.5% increase in population suggested in Table 5. Irrespective of the differences between these projections, the projected population on all counts is expected to increase. 6.26 When these population projections are considered in conjunction with the high car ownership figures in the Borough, it is logical to assume that the number of car owners within the Borough will also continue to increase over the plan period. As the number of cars using the non-strategic road network increases, peak hour congestion would also be expected to continue to increase. Page | 55 Runnymede IDP DRAFT – February 2013

According to information 19 supplied by Surrey County Council, between 1st January 2009 and 29th February 2012, the non-strategic road network contained 8 cluster sites for traffic accidents. These were: • A320 Guildford Road Junction St Peters Way, Chertsey (10 accidents over analysis period) • A318 Chertsey Road Junction Green Lane, Addlestone (12 accidents over analysis period) • A320 St Peters Way at M25, Junction 11 (36 accidents over analysis period) • A317 Addlestonemoor roundabout, Addlestone (20 accidents over analysis period) • A30 London Road Junction with Blacknest Road, Virginia Water (8 accidents over analysis period) • A30 London Road Junction St Judes Road/Bakeham Road, Egham (13 accidents over analysis period) • A308 The Causeway Junction with Staines Bridge, Staines (15 accidents over analysis period) • A30 Egham by pass junction with Runnymede Roundabout, Egham (By-pass and The Avenue arms only) (10 accidents over analysis period) 6.28 On the A318, A320 and A30 by pass (junction with Runnymede Roundabout), it is considered reasonable to assume that the high number of accidents could correlate with the particularly problematic 20 ‘traffic volume over capacity (V/C) ratios’ as reported 19 Criteria = 3 or more injury collisions in last year, then extended analysis for 3 years to date. 20 Problematic in terms of severe queuing and delays to motorists.
