The Rome Statute 2 creates <strong>the</strong> Internati<strong>on</strong>al <strong>Criminal</strong> Court<br />

The Presidency is composed of three of <strong>the</strong> Court’s judges, elected by an absolute<br />

majority of <strong>the</strong> judges, who sit as a President, a First Vice-President and a Sec<strong>on</strong>d Vice-<br />

President. The Presidency is resp<strong>on</strong>sible for ‘<strong>the</strong> proper administrati<strong>on</strong> of <strong>the</strong> Court,<br />

with <strong>the</strong> excepti<strong>on</strong> of <strong>the</strong> Office of <strong>the</strong> Prosecutor’. 4<br />

The Judiciary The judicial functi<strong>on</strong>s of each Divisi<strong>on</strong> of <strong>the</strong> Court are carried out<br />

by Chambers. The Appeals Chamber is composed of five judges. There may be <strong>on</strong>e<br />

or more Trial Chambers, and <strong>on</strong>e or more Pre-Trial Chambers, depending <strong>on</strong> <strong>the</strong><br />

workload of <strong>the</strong> Court. Each Trial Chamber and Pre-Trial Chamber is composed of<br />

three judges. The functi<strong>on</strong>s of a Pre-Trial Chamber may be carried out by <strong>on</strong>ly <strong>on</strong>e of<br />

its three judges, referred to as <strong>the</strong> Single Judge. 5 There is a total of 19 judges in <strong>the</strong><br />

Court’s three divisi<strong>on</strong>s. 6<br />

The Office of <strong>the</strong> Prosecutor (OTP) has resp<strong>on</strong>sibility for ‘receiving referrals, and<br />

any substantiated informati<strong>on</strong> <strong>on</strong> crimes within <strong>the</strong> jurisdicti<strong>on</strong> of <strong>the</strong> Court, for<br />

examining <strong>the</strong>m and for c<strong>on</strong>ducting investigati<strong>on</strong>s and prosecuti<strong>on</strong>s before <strong>the</strong><br />

Court’. 7<br />
