67 In 2011, 403 individuals are <strong>on</strong> <strong>the</strong> List of Legal Counsel. Please note that for four of <strong>the</strong> appointees (1%), <strong>the</strong> gender has been<br />
indicated (male) but <strong>the</strong> nati<strong>on</strong>ality is unknown. Of <strong>the</strong> 403 individuals <strong>on</strong> <strong>the</strong> List, 95 are women (23.5%) and 308 are men<br />
(76.5%). This is <strong>the</strong> first time that <strong>the</strong> percentage of female lawyers appointed to <strong>the</strong> List of Legal Counsel has been above 20%<br />
since <strong>the</strong> List was opened in 2006. In 2010, women were 18% of <strong>the</strong> List of Legal Counsel, 19% in 2009 and 20% in 2008. The List<br />
of Legal Counsel is overwhelmingly comprised of male lawyers with more than three times <strong>the</strong> number of men than women<br />
appointed to <strong>the</strong> List.<br />

69 According to <strong>the</strong>se figures, 59% (237) of appointees to <strong>the</strong> List of Legal Counsel are from <strong>the</strong> WEOG regi<strong>on</strong>. This is a 5.5% decrease<br />
from 2010. This is <strong>the</strong> largest decrease in <strong>the</strong> percentage of WEOG appointees to <strong>the</strong> List of Legal Counsel since 2006 and is offset<br />
by slight increases in appointees from Africa, Asia and Latin America and <strong>the</strong> Caribbean. The country with <strong>the</strong> highest number of<br />
appointees across all regi<strong>on</strong>s c<strong>on</strong>tinues to be <strong>the</strong> USA, with 47 appointees in 2011. As in previous years, appointees from <strong>the</strong> USA,<br />
which is not a State Party, have been included in <strong>the</strong> calculati<strong>on</strong> for <strong>the</strong> WEOG regi<strong>on</strong>. The compositi<strong>on</strong> of appointees changed<br />
slightly in 2011 with women comprising 23% of WEOG Counsel. This represents a modest increase of 1.5% from 2010.<br />
70 According to <strong>the</strong>se figures, 33% (134) of appointees to <strong>the</strong> List of Legal Counsel are from Africa. For <strong>the</strong> third year in a row, <strong>the</strong><br />
percentage of individuals appointed from this regi<strong>on</strong> has increased (26% in 2008, 28% in 2009 and 30% in 2010). Appointments<br />
of nati<strong>on</strong>als from Algeria, Camero<strong>on</strong>, Arab Republic of Egypt, Mauritania, Morocco, Rwanda, Sudan and Zimbabwe, which<br />
are not States Parties, have been included in <strong>the</strong> calculati<strong>on</strong> for <strong>the</strong> Africa regi<strong>on</strong>. This is <strong>the</strong> first time that <strong>the</strong> percentage of<br />
women appointed to <strong>the</strong> List of Legal Counsel from this regi<strong>on</strong> has increased since 2006. This year, <strong>the</strong> number of African female<br />
appointees (25%) doubled when compared to 2010 (12%). Despite this progress, appointees from Africa are overwhelmingly male<br />
lawyers (75%). From <strong>the</strong> seven Situati<strong>on</strong> countries, <strong>on</strong>ly <strong>the</strong> DRC is in <strong>the</strong> ‘Top 5’ list of countries of overall appointees. In total, 68<br />
appointees (17%) are from four of <strong>the</strong> countries within which <strong>the</strong> ICC is c<strong>on</strong>ducting investigati<strong>on</strong>s. The breakdown is as follows:<br />
19 from Kenya, six from CAR, four from Uganda, and <strong>on</strong>e from Sudan. This is <strong>the</strong> first year that a Sudanese lawyer (male) has<br />
been appointed to <strong>the</strong> List of Legal Counsel. There are no appointees from Libya nor Côte d’Ivoire which are both new situati<strong>on</strong>s<br />
opened for investigati<strong>on</strong> by <strong>the</strong> ICC in 2011. Of <strong>the</strong> 68 appointees from Situati<strong>on</strong> countries, nine are women (four from DRC, two<br />
from Kenya, two from CAR and <strong>on</strong>e from Uganda). This figure represents 2% of <strong>the</strong> total List of Counsel and 13% of <strong>the</strong> appointees<br />
from Situati<strong>on</strong> countries.<br />
