The TFV should ensure that intermediaries with whom <strong>the</strong>y partner have sound gender policies<br />
and strategies for addressing gender issues within <strong>the</strong>ir projects.<br />
The Board and Secretariat of <strong>the</strong> Trust Fund for Victims must ensure that implementati<strong>on</strong><br />
of Court orders for reparati<strong>on</strong>s are designed to integrate gender strategies, include women<br />
victims/survivors as recipients and participants, and address often invisible issues of gender bias<br />
am<strong>on</strong>gst potential implementing partners.<br />
The TFV Secretariat should establish as so<strong>on</strong> as possible <strong>the</strong> ad hoc expert Advisory Committee<br />
<strong>on</strong> Reparati<strong>on</strong>s, approved by <strong>the</strong> Board of <strong>the</strong> TFV, 281 to specifically assist its work in designing <strong>the</strong><br />
framework and operati<strong>on</strong>al parameters for <strong>the</strong> reparati<strong>on</strong>s programme.<br />
Implementati<strong>on</strong> of <strong>the</strong> reparati<strong>on</strong>s programmes and future assistance projects should<br />
be guided by <strong>the</strong> findings of <strong>the</strong> l<strong>on</strong>gitudinal evaluati<strong>on</strong> carried out by <strong>the</strong> TFV in 2010. The<br />
preliminary findings of this research identifies differences between <strong>the</strong> way female and male<br />
victims/survivors relate to both justice and reparati<strong>on</strong>s issues. 282<br />
The Secretariat should c<strong>on</strong>tinue to m<strong>on</strong>itor <strong>the</strong> situati<strong>on</strong> in Kenya and proceed towards an<br />
assessment of <strong>the</strong> Kenyan Situati<strong>on</strong> in 2012, mindful of <strong>the</strong> relevant internati<strong>on</strong>al and domestic<br />
judicial processes.<br />
The TFV should begin c<strong>on</strong>siderati<strong>on</strong> of possible assessments of <strong>the</strong> situati<strong>on</strong>s in Libya and Côte<br />
d’Ivoire, subject to <strong>the</strong> relevant judicial processes.<br />
The ASP should approve <strong>the</strong> request by <strong>the</strong> Trust Fund for a Legal Adviser (P4), Financial Officer<br />
(P3) and Field Programme Assistant for Kenya (G5). 283<br />
Outreach<br />

In 2012, <strong>the</strong> Court should c<strong>on</strong>tinue to develop strategies for outreach in all seven Situati<strong>on</strong>s<br />
in which <strong>the</strong> ICC is now c<strong>on</strong>ducting investigati<strong>on</strong>s, with specific attenti<strong>on</strong> to women and girls<br />
who may not have access to mass outreach events and need safe and alternative fora to discuss<br />
gender issues including <strong>the</strong> impact of gender-based crimes. This year, women were 26% of <strong>the</strong><br />
total number of participants at interactive sessi<strong>on</strong>s. The momentum established by <strong>the</strong> Unit<br />
in 2010 towards reaching more women should be c<strong>on</strong>tinued and expanded. Activities solely<br />
directed towards women should be included in outreach strategies from <strong>the</strong> beginning of<br />
activities in new Situati<strong>on</strong>s.<br />
In 2012, PIDS should invest in increasing <strong>the</strong> number of female participants in <strong>the</strong>ir activities<br />
in Uganda and Sudan as <strong>the</strong>se two Situati<strong>on</strong>s currently have <strong>the</strong> lowest percentage of women<br />
participating in interactive sessi<strong>on</strong>s (7% and 17%, respectively).<br />
