34 As of 31 July, <strong>the</strong> Court had field offices in four out of <strong>the</strong> six Situati<strong>on</strong>s under investigati<strong>on</strong> (CAR, DRC, Chad for Darfur, Uganda)<br />
and a Registry task-force in Kenya. This number will be reduced <strong>on</strong>ce <strong>the</strong> closing down of <strong>the</strong> two field offices in Chad is completed<br />
in December 2011. (See Proposed Programme Budget for 2012 of <strong>the</strong> Internati<strong>on</strong>al <strong>Criminal</strong> Court, ICC-ASP/10/10, 21 July 2011,<br />
p 73). Out of 86 posts in <strong>the</strong> field offices, 21 (24%) are professi<strong>on</strong>al positi<strong>on</strong>s with 15 (71%) of <strong>the</strong>se posts occupied by male<br />
professi<strong>on</strong>als. More than three times <strong>the</strong> number of men than women are appointed to field positi<strong>on</strong>s at both <strong>the</strong> professi<strong>on</strong>al<br />
and general levels. During 2011, <strong>the</strong>re was a significant decrease of 15 staff (professi<strong>on</strong>al and general) from <strong>the</strong> field offices<br />
predominantly from <strong>the</strong> DRC field office (decrease of eight from 2010) and <strong>the</strong> Chad field office (decrease of six from 2010).<br />
35 As in 2010, <strong>the</strong> field office with <strong>the</strong> highest gender differential is Chad with 72% more men than women appointed, followed<br />
by CAR and <strong>the</strong> DRC both with a 66% male/female differential, and Uganda with 39%. There are three male staff members<br />
comprising <strong>the</strong> Registry task-force in Kenya.<br />

37 Despite a decrease in <strong>the</strong> field offices of 12 staff members from Field Operati<strong>on</strong>s Secti<strong>on</strong> since 2010, this Secti<strong>on</strong> c<strong>on</strong>tinues<br />
to have <strong>the</strong> highest number of staff in <strong>the</strong> field offices at 25 staff (29% of overall field staff). The Field Operati<strong>on</strong>s Secti<strong>on</strong> has<br />
a presence in all country-based offices including <strong>the</strong> Registry task-force in Kenya. The Victims and Witnesses Unit has 24 staff<br />
members (28%) across <strong>the</strong> four field offices but does not have a presence in <strong>the</strong> Registry task-force in Kenya. The Outreach Unit<br />
has 13 staff members (15%) across three field offices (CAR, DRC and Uganda). This is <strong>the</strong> same figure as in 2010. The <strong>on</strong>ly Secti<strong>on</strong>s/<br />
Units which are represented in each of <strong>the</strong> four offices and <strong>the</strong> Registry task-force in Kenya are <strong>the</strong> Field Operati<strong>on</strong>s Secti<strong>on</strong> (with<br />
25 staff) and <strong>the</strong> Security and Safety Secti<strong>on</strong> (with eight staff). Following <strong>the</strong> redeployment of its representative in <strong>the</strong> DRC, this<br />
year <strong>the</strong> Trust Fund for Victims is represented by P-level staff <strong>on</strong>ly in Uganda (two Regi<strong>on</strong>al Programme Officers – <strong>on</strong>e for <strong>the</strong> DRC<br />
and CAR Situati<strong>on</strong>s, and <strong>on</strong>e for Uganda and Kenya Situati<strong>on</strong>s). The Fund is represented by two GTA Field Assistants (general staff)<br />
in <strong>the</strong> Bunia forward field presence in <strong>the</strong> DRC. The male/female differential is high across almost all Secti<strong>on</strong>s/Units represented<br />
in <strong>the</strong> field offices with 100% male employees in <strong>the</strong> Service Desk, Security and Safety, Investigati<strong>on</strong> Teams, and <strong>the</strong> Planning and<br />
Operati<strong>on</strong>s Secti<strong>on</strong>. The Trust Fund for Victims has <strong>the</strong> str<strong>on</strong>gest gender balance in <strong>the</strong> field offices with <strong>on</strong>e male professi<strong>on</strong>al<br />
and <strong>on</strong>e female professi<strong>on</strong>al, followed by <strong>the</strong> Outreach Unit with 54% male and 46% female employees and <strong>the</strong> VWU with 66%<br />
male and 34% female appointees.<br />
