Field Offices<br />
n<br />
The Registry should c<strong>on</strong>duct a mid-year assessment and survey <strong>on</strong> <strong>the</strong> impact <strong>on</strong> local<br />
communities of <strong>the</strong> scaling down and closures of <strong>the</strong> field offices. The findings of this survey<br />
should be analysed and submitted to <strong>the</strong> Committee <strong>on</strong> Budget and Finance at its nineteenth<br />
sessi<strong>on</strong> from 24 September to 3 October 2012. In 2012, <strong>the</strong>re will be significant changes in<br />
<strong>the</strong> locati<strong>on</strong>s and staffing levels of <strong>the</strong> ICC field offices. The new compositi<strong>on</strong> of <strong>the</strong> offices<br />
includes retaining <strong>the</strong> two existing field offices in Kinshasa (DRC) and CAR (Bangui), <strong>the</strong> forward<br />
field presence in eastern DRC (Bunia), a reducti<strong>on</strong> in <strong>the</strong> field office in Kampala (Uganda), and<br />
a limited Registry task-force in Kenya. By <strong>the</strong> end of 2011, <strong>the</strong> Court will not have any field<br />
presence in Chad (for Darfur) with closure of <strong>the</strong> two in-country offices. The reorganisati<strong>on</strong> of<br />
<strong>the</strong> field presence of <strong>the</strong> Court follows a strategic review carried out by <strong>the</strong> Field Operati<strong>on</strong>s<br />
Secti<strong>on</strong> which focused <strong>on</strong> an increased link between field operati<strong>on</strong>s and judicial developments,<br />
as well as <strong>on</strong> <strong>the</strong> budget assumpti<strong>on</strong>s for 2012. 266 The reducti<strong>on</strong> in field presence will have a<br />
direct impact <strong>on</strong> <strong>the</strong> interface between <strong>the</strong> Court and victims’ communities, inhibit access to<br />
informati<strong>on</strong> and reduce direct interacti<strong>on</strong>s between local communities and <strong>the</strong> ICC.<br />

The ASP should ensure <strong>the</strong> Field Offices are adequately funded and effectively managed with<br />
str<strong>on</strong>ger coordinati<strong>on</strong> within <strong>the</strong> offices, to ensure <strong>the</strong>y are operating in an efficient manner and<br />
able to perform a range of complex functi<strong>on</strong>s.<br />
