64 There are 10 countries represented in <strong>the</strong> ‘Top 10’ list in 2011, compared to 13 countries in 2010. The range, from 8 to 43<br />
professi<strong>on</strong>als, did not change significantly from last year (6 to 44). France is again <strong>the</strong> country with <strong>the</strong> highest number of<br />
professi<strong>on</strong>als (43), <strong>on</strong>e less than last year. Nine of <strong>the</strong> 10 countries listed in <strong>the</strong> ‘Top 10’ are from <strong>the</strong> WEOG regi<strong>on</strong> (90%). Last<br />
year, 10 out of 13 countries were from WEOG (77%). In 2009, this figure was 71%, and in 2008 it was 67%. WEOG countries<br />
occupy <strong>the</strong> first nine places <strong>on</strong> <strong>the</strong> list. The <strong>on</strong>ly n<strong>on</strong>-WEOG country in <strong>the</strong> ‘Top 10’ is South Africa (Africa) with eight professi<strong>on</strong>als.<br />
Last year, Africa was represented in <strong>the</strong> 'Top 10' by South Africa and Nigeria. While Eastern Europe was represented by Romania<br />
at number 10 last year, this year it is not represented at all. The Latin American and Caribbean regi<strong>on</strong> is not represented for <strong>the</strong><br />
sec<strong>on</strong>d year in a row, and Asia is not represented for <strong>the</strong> fourth year running.<br />
65 There are 55 countries represented in <strong>the</strong> ‘Top 9’ list by gender. Last year, 48 countries were included in <strong>the</strong> 'Top 10’ list. In 2008,<br />
<strong>the</strong>re were 43 countries included in a ‘Top 8’ list. The range in 2011 is 1 to 27, compared with <strong>the</strong> range of 1 to 32 in 2010. In<br />
2009, <strong>the</strong> range was from 1 to 30 female appointments. This is <strong>the</strong> fifth year in a row that France has ranked highest with 27<br />
female professi<strong>on</strong>als appointed to <strong>the</strong> Court, five less than in 2010. The percentage of French female professi<strong>on</strong>als out of <strong>the</strong><br />
total number of French appointees has decreased by 10% since 2010 (from 73% to 63%). WEOG countries occupy <strong>the</strong> first four<br />
places of <strong>the</strong> ‘Top 9’ list by gender. As in 2009 and 2010, <strong>the</strong> first n<strong>on</strong>-WEOG country <strong>on</strong> <strong>the</strong> list is Japan (Asia – five female<br />
professi<strong>on</strong>als) ranking number five overall <strong>on</strong> <strong>the</strong> list with Belgium, <strong>Canada</strong> and Italy (WEOG). The first five places <strong>on</strong> <strong>the</strong> list this<br />
year are occupied by 11 countries with Belgium, Italy and Japan being <strong>the</strong> new additi<strong>on</strong>s from <strong>the</strong> previous years. The countries<br />
included in <strong>the</strong> ‘Top 9’ by gender have changed since last year with <strong>the</strong> exclusi<strong>on</strong> of Nigeria and Tunisia (Africa), and <strong>the</strong> inclusi<strong>on</strong><br />
of Botswana, Côte d’Ivoire, Ghana, Mali, Mauritius, Zimbabwe (Africa), China (Asia), Chile (GRULAC) and Latvia (Eastern Europe).<br />
