Board of Directors of <strong>the</strong> Trust Fund for Victims were elected for a three-year term during <strong>the</strong> eighth Sessi<strong>on</strong> of <strong>the</strong> Assembly of<br />

States Parties in The Hague in November 2009.<br />

vacant (<strong>on</strong>e GTA post in CAR is under recruitment and <strong>on</strong>e GTA post in Kenya is not filled). Out of <strong>the</strong> 12 posts, seven are approved<br />

posts and five are GTAs. Of <strong>the</strong> 12 posts, six are professi<strong>on</strong>al posts, of which <strong>on</strong>e is a GTA, and six are general service posts, of<br />

which two are fixed term positi<strong>on</strong>s and four are GTAs. Of <strong>the</strong> filled positi<strong>on</strong>s, 50% are occupied by female professi<strong>on</strong>als compared<br />

with 57% in 2010, 71% in 2009 and 73% in 2008.<br />

a President, two Vice-Presidents and 18 members. Please note that <strong>the</strong> <strong>on</strong>ly members who are elected in <strong>the</strong>ir pers<strong>on</strong>al capacity<br />

are <strong>the</strong> President (Ambassador Christian Wenaweser, Liechtenstein) and two Vice-Presidents (Ambassador Jorge Lom<strong>on</strong>aco<br />

from Mexico and Ambassador Sim<strong>on</strong>a Mirela Miculescu from Romania). The o<strong>the</strong>r 18 members of <strong>the</strong> Bureau are States and<br />

are represented by country delegates. The current Bureau assumed its functi<strong>on</strong>s at <strong>the</strong> beginning of <strong>the</strong> seventh sessi<strong>on</strong> of <strong>the</strong><br />

ASP <strong>on</strong> 14 November 2008. On 26 July 2011, <strong>the</strong> Bureau of <strong>the</strong> Assembly of States Parties recommended that Ambassador Tiina<br />

Intelmann (Est<strong>on</strong>ia) be elected as <strong>the</strong> new President of <strong>the</strong> ASP at <strong>the</strong> beginning of <strong>the</strong> tenth ASP sessi<strong>on</strong> in New York from 12 to<br />

21 December 2011. This is <strong>the</strong> first time that a woman has been nominated and will be elected to this positi<strong>on</strong>.<br />

(Special Assistant to <strong>the</strong> Director) out of nine professi<strong>on</strong>al and general posts is vacant. Of <strong>the</strong> four professi<strong>on</strong>al staff in <strong>the</strong><br />

Secretariat, two are held by men (D1 and P4) and two by women (P4 and P3). Women represent <strong>the</strong> majority (75%) of staff in<br />

7 February 2011, ICC-ASP/10/S/CBF/05. The Committee <strong>on</strong> Budget and Finance was established pursuant to <strong>the</strong> ASP Resoluti<strong>on</strong><br />

ICC-ASP/1/Res.4. The Committee is composed of 12 members elected by <strong>the</strong> Assembly of States Parties. Members must be<br />

experts of recognised standing and experience in financial matters at <strong>the</strong> internati<strong>on</strong>al level and must be from a State Party as<br />

stated by <strong>the</strong> ASP Resoluti<strong>on</strong> <strong>on</strong> <strong>the</strong> procedure for <strong>the</strong> nominati<strong>on</strong> and electi<strong>on</strong> of members of <strong>the</strong> Committee <strong>on</strong> Budget and<br />

Finance (ICC-ASP/1/Res. 5). Of <strong>the</strong> 12 members, nine (75%) are men and three (25%) are women. The regi<strong>on</strong>al majority of four<br />

members (33%) are from WEOG (<strong>Canada</strong>, France, Germany and Italy). The remaining regi<strong>on</strong>s have two members each – Africa<br />

(Uganda and Burundi), GRULAC (Mexico and Uruguay), Asia (Japan and Jordan) and Eastern Europe (Est<strong>on</strong>ia and Slovakia). The<br />

term of office for six of <strong>the</strong> 12 members will expire <strong>on</strong> 20 April 2012. Six new members of <strong>the</strong> Committee will be elected during<br />

<strong>the</strong> tenth sessi<strong>on</strong> of <strong>the</strong> Assembly of States Parties from 12 to 21 December 2011. The six members whose term of office expires<br />

<strong>on</strong> 20 April 2012 come from Eastern Europe (Slovakia – <strong>on</strong>e member), Africa (Uganda – <strong>on</strong>e member), GRULAC (Uruguay – <strong>on</strong>e<br />

member) and Asia (Japan and Jordan – <strong>on</strong>e member each). The nominati<strong>on</strong> period for <strong>the</strong> new members was open from 13 June<br />

to 14 October 2011.<br />

48 In its seventh plenary sessi<strong>on</strong> <strong>on</strong> 26 November 2009, <strong>the</strong> ASP adopted Resoluti<strong>on</strong> ICC-ASP/8/Res.1 by c<strong>on</strong>sensus, <strong>the</strong>reby<br />

establishing an Independent Oversight Mechanism (IOM). On 12 April 2010, a Temporary Head of <strong>the</strong> IOM (female) was<br />

appointed at a P5 level <strong>on</strong> sec<strong>on</strong>dment from <strong>the</strong> UN Office of Internal Oversight Services (OIOS ) for a <strong>on</strong>e-year period from July<br />

2010 until July 2011. The positi<strong>on</strong> is currently vacant and under recruitment. Given <strong>the</strong> difficulties in filling <strong>the</strong> positi<strong>on</strong>, a new<br />

Temporary Head (female) has been sec<strong>on</strong>ded from <strong>the</strong> OIOS. As decided by <strong>the</strong> Assembly of States Parties during its ninth sessi<strong>on</strong><br />

held in New York in December 2010, <strong>the</strong> post of Head of <strong>the</strong> IOM is now a P4 grade instead of a P5.
