The majority of members of <strong>the</strong><br />
Disciplinary Advisory Board, seven out of<br />
nine, are from WEOG. The two n<strong>on</strong>-WEOG<br />
members of <strong>the</strong> Disciplinary Advisory Board<br />
are from Africa (South Africa) and Eastern<br />
Europe (Serbia). This year, <strong>the</strong> majority<br />
of <strong>the</strong> Appeals Board, five out of nine are<br />
n<strong>on</strong>-WEOG members – two from GRULAC<br />
(Venezuela and Colombia), and three from<br />
Africa (Senegal, Ghana and Kenya). The<br />
WEOG members are from Australia, Italy, <strong>the</strong><br />
United Kingdom and <strong>the</strong> United States.<br />
Legal Counsel<br />
As of 26 July 2011, <strong>the</strong>re are 403 individuals<br />
<strong>on</strong> <strong>the</strong> List of Legal Counsel of whom 95 are<br />
women (23.5%) and 308 are men (76.5%). This<br />
is <strong>the</strong> first year that <strong>the</strong> percentage of female<br />
professi<strong>on</strong>als appointed to <strong>the</strong> List of Legal Counsel<br />
has increased since 2008. This is primarily due to<br />
<strong>the</strong> significant increase in <strong>the</strong> number of women<br />
lawyers from <strong>the</strong> Africa regi<strong>on</strong> appointed to <strong>the</strong> List<br />
during 2011. Despite this increase, women are still<br />
underrepresented <strong>on</strong> <strong>the</strong> List of Legal Counsel with<br />
three times more men than women appointed.<br />
Although <strong>the</strong> overall geographical breakdown<br />
of <strong>the</strong> List of Legal Counsel reflects <strong>the</strong> same<br />
pattern as <strong>the</strong> past three years, <strong>the</strong> percentage of<br />
representatives from <strong>the</strong> WEOG regi<strong>on</strong> (59%) is 5.5%<br />
lower than in 2010 when 64.5% of those <strong>on</strong> <strong>the</strong> List<br />
were from this regi<strong>on</strong>. Between 2008 and 2010,<br />
<strong>the</strong>re was a steady decrease of around 2% each<br />
year of WEOG appointees to <strong>the</strong> List of Counsel. The<br />
percentage of individuals from <strong>the</strong> Africa and Asia<br />
regi<strong>on</strong>s appointed to <strong>the</strong> List of Legal Counsel has<br />
increased by 3% each since 2010.<br />
Of <strong>the</strong> 403 individuals <strong>on</strong> <strong>the</strong> List of Legal<br />
Counsel, 18.5% appointees are from countries<br />
that are not States Parties to <strong>the</strong> ICC. In 2010, 20%<br />
of appointees were from n<strong>on</strong>-States Parties. The<br />
United States of America has <strong>the</strong> highest number<br />
of appointees (47) for <strong>the</strong> fifth year in a row. From<br />
<strong>the</strong> Africa regi<strong>on</strong>, n<strong>on</strong>-States Parties represented<br />
<strong>on</strong> <strong>the</strong> List are Camero<strong>on</strong> with 12 appointments,<br />
Morocco with three appointees, and Algeria, <strong>the</strong><br />
Arab Republic of Egypt, Mauritania, Rwanda, Sudan<br />
and Zimbabwe with <strong>on</strong>e appointee each. In Asia,<br />
<strong>the</strong> <strong>on</strong>ly State Party represented <strong>on</strong> <strong>the</strong> List of<br />
Legal Counsel is Japan, while <strong>the</strong> o<strong>the</strong>r members<br />
all come from n<strong>on</strong>-States Parties (Malaysia with<br />
three appointees and Kuwait, India, Pakistan and<br />
Singapore with <strong>on</strong>e each).<br />
