The Outreach Unit should add greater transparency to <strong>the</strong>ir data collecti<strong>on</strong> methodology<br />
and provide a str<strong>on</strong>ger distincti<strong>on</strong> between <strong>the</strong>ir attendance at events organised by o<strong>the</strong>rs<br />
compared with specific strategies initiated by <strong>the</strong> Outreach Unit itself to work with victimised<br />
communities. Currently all activities are being described as ‘outreach’ without any distincti<strong>on</strong> of<br />
who organised <strong>the</strong> event, <strong>the</strong> type of activity and for which purpose.<br />
The Unit should also produce figures in relati<strong>on</strong> to <strong>the</strong> breakdown of <strong>the</strong>ir own activities – type<br />
of activity, purpose, c<strong>on</strong>tent – in additi<strong>on</strong> to <strong>the</strong>ir general quantitative figures about <strong>the</strong> number<br />
of activities and <strong>the</strong> numbers of male and female participants.<br />
The ASP should approve funds to enable <strong>the</strong> hiring of two more staff to <strong>the</strong> Outreach Unit.<br />
Currently <strong>the</strong>re are 17 staff, in five locati<strong>on</strong>s, covering seven Situati<strong>on</strong>s.<br />
The Unit should recruit new staff emphasising <strong>the</strong> experience and expertise in communicati<strong>on</strong>,<br />
community development and mobilisati<strong>on</strong>, and working with victims/survivors of gender-based<br />
crimes to ensure that effective programmes are developed to reach women and diverse sectors<br />
of communities in each of <strong>the</strong> seven c<strong>on</strong>flict Situati<strong>on</strong>s. The benefits of using local knowledge,<br />
practices and languages regarding informati<strong>on</strong> disseminati<strong>on</strong> to streng<strong>the</strong>n <strong>the</strong> Court’s<br />
outreach work should be taken into account when recruiting Outreach staff.<br />
In 2012, outreach activities exclusively focusing <strong>on</strong> women should be initiated in Kenya. In<br />
light of <strong>the</strong> limited charges for gender-based crimes c<strong>on</strong>firmed by <strong>the</strong> Pre-Trial Chamber, more<br />
informati<strong>on</strong> about <strong>the</strong> Court, its functi<strong>on</strong>s, and <strong>the</strong> right to apply to be recognised as victims,<br />
should be highlighted.<br />
Alternative educati<strong>on</strong> tools, such as radio drama in all four Darfuri languages already<br />
developed by <strong>the</strong> Outreach staff, should be broadcast more widely.<br />
In 2012, an assessment of <strong>the</strong> Libya and Côte d’Ivoire Situati<strong>on</strong>s should be carried out to<br />
draft an outreach plan for both countries. Specific strategies to reach out to women should be<br />
included in <strong>the</strong> plans from <strong>the</strong> outset.<br />
C<strong>on</strong>sidering that two out of <strong>the</strong> seven Situati<strong>on</strong>s are in Arabic-speaking countries, in 2012, <strong>the</strong><br />
Public Informati<strong>on</strong> and Disseminati<strong>on</strong> Secti<strong>on</strong> (PIDS) should reach out to journalists, <strong>the</strong> legal<br />
community and NGOs from <strong>the</strong> Middle East and North Africa regi<strong>on</strong> (MENA) and <strong>the</strong> Arab world<br />
to inform <strong>the</strong>m of <strong>the</strong> proceedings of <strong>the</strong> Court. Informati<strong>on</strong> about <strong>the</strong> Court in this regi<strong>on</strong> is<br />
essential to increasing <strong>the</strong> understanding of <strong>the</strong> Court’s functi<strong>on</strong>s and jurisdicti<strong>on</strong>. The legal<br />
community should also be addressed to facilitate <strong>the</strong>ir potential interest in <strong>the</strong> List of Legal<br />
Counsel and Assistants to Legal Counsel.<br />
The outreach guidelines developed in 2008 regarding how to address gender-based violence<br />
should be fur<strong>the</strong>r developed and fine-tuned to incorporate not <strong>on</strong>ly generic messages but to<br />
also address <strong>the</strong> gender-related issues specific to each Situati<strong>on</strong>.<br />
