Field Offices<br />
The ICC has field offices in four out of <strong>the</strong><br />
seven Situati<strong>on</strong>s currently under investigati<strong>on</strong><br />
by <strong>the</strong> ICC (CAR, DRC, 197 Chad [for Darfur] and<br />
Uganda) as well as a Registry task-force in Kenya.<br />
During 2011, <strong>the</strong> Field Operati<strong>on</strong>s Secti<strong>on</strong><br />
c<strong>on</strong>ducted a review of <strong>the</strong> Court’s field presence<br />
based <strong>on</strong> ‘… judicial developments in <strong>the</strong> six<br />
situati<strong>on</strong>s before <strong>the</strong> Court, and <strong>on</strong> <strong>the</strong> need to<br />
make adequate provisi<strong>on</strong> for <strong>the</strong> operati<strong>on</strong>al<br />
needs of <strong>the</strong> various clients in <strong>the</strong> field.’ 198<br />
As a result of this review and <strong>the</strong> budget<br />
assumpti<strong>on</strong>s for 2012, 199 <strong>the</strong> Court intends to<br />
close both its field offices in Chad by December<br />
2011 thus ceasing <strong>the</strong> Court's field presence<br />
for Darfur. 200 During 2012, <strong>the</strong> field presence<br />
in Uganda will also be scaled down, with an<br />
anticipated decrease of 62.5% in <strong>the</strong> presence<br />

field presence organigramme for 2011-2012,<br />
all of <strong>the</strong> Registry professi<strong>on</strong>al posts (P2 and<br />
P3 levels) will be redeployed and <strong>the</strong> Registry<br />
secti<strong>on</strong>s will be represented by general service<br />
staff <strong>on</strong>ly. From April 2012, <strong>the</strong> Victims and<br />
Witnesses Unit (VWU) will no l<strong>on</strong>ger have a<br />
presence in Uganda. The Public Informati<strong>on</strong> and<br />
Documentati<strong>on</strong> Secti<strong>on</strong> (PIDS) is withdrawing<br />
<strong>the</strong> P2 Field Outreach Coordinator and will<br />
maintain <strong>on</strong>e G5 Field Outreach Assistant<br />
instead of three. 202 In <strong>the</strong> DRC, <strong>the</strong> Registry staff<br />
presence will increase by 10.5% in Kinshasa and<br />
by 7% in Bunia, while <strong>the</strong> OTP and TFV presence<br />
will remain at <strong>the</strong> same levels. 203 There are<br />
no changes planned for <strong>the</strong> field office in CAR<br />
(Bangui). 204 Finally, a limited Registry task-force<br />
will be retained for Kenya. 205<br />
According to <strong>the</strong> Proposed Programme Budget<br />
2012, <strong>the</strong> Field Operati<strong>on</strong>s Secti<strong>on</strong> posts will<br />
be redeployed from <strong>the</strong> two Chad field offices<br />
and from <strong>the</strong> Kampala field office to o<strong>the</strong>r duty<br />
stati<strong>on</strong>s. 206<br />
The scaling down of <strong>the</strong> Kampala field<br />
presence and <strong>the</strong> closing down of <strong>the</strong> N’Djamena<br />
office are likely to have an impact <strong>on</strong> <strong>the</strong> affected<br />
communities in both Uganda and Darfur.<br />
