Two out of three members of <strong>the</strong> ICC<br />
Presidency are male judges. 194<br />
The Executive Committee of <strong>the</strong> OTP is<br />
comprised of <strong>on</strong>e woman and three men. The<br />
three Head of Divisi<strong>on</strong> posts within <strong>the</strong> OTP are<br />
occupied by two men (Head Investigati<strong>on</strong>s and<br />
Head of <strong>the</strong> Jurisdicti<strong>on</strong>, Complementarity and<br />
Cooperati<strong>on</strong> Divisi<strong>on</strong>), and a woman (Deputy<br />
Prosecutor, Prosecuti<strong>on</strong>s). The positi<strong>on</strong> of Deputy<br />
Prosecutor (Head of Investigati<strong>on</strong>s) has been<br />
vacant since 2007. However, a Head of Divisi<strong>on</strong><br />
has been appointed during this period, although<br />
not at a Deputy Prosecutor level. The positi<strong>on</strong><br />
of Head of Jurisdicti<strong>on</strong>, Complementarity and<br />
Cooperati<strong>on</strong>, vacant since 31 May 2010, was<br />
filled by <strong>the</strong> new Head in February 2011.<br />
The Registrar is <strong>the</strong> <strong>on</strong>ly female head of an<br />
organ at <strong>the</strong> ICC. 195<br />
Am<strong>on</strong>g <strong>the</strong> n<strong>on</strong>-judicial staff within <strong>the</strong><br />
Judiciary, two of <strong>the</strong> three Heads of Secti<strong>on</strong>s or<br />
equivalent posts (P5) are held by men (both from<br />
<strong>the</strong> WEOG regi<strong>on</strong>) and <strong>on</strong>e P5 post is held by a<br />
woman (Africa regi<strong>on</strong>).<br />
In <strong>the</strong> OTP, of <strong>the</strong> 19 positi<strong>on</strong>s as Heads of<br />
Secti<strong>on</strong>s or equivalent posts, <strong>on</strong>e is vacant (5.2%).<br />
More than three times more Secti<strong>on</strong>s are led<br />
by men than women (respectively 14 [79%]<br />
and four [21%]). This figure represents an 11%<br />
decrease in <strong>the</strong> number of Heads of Secti<strong>on</strong>s or<br />
equivalent posts held by women in 2010 when<br />
women occupied six management posts (32%).<br />
Out of 22 Heads of Secti<strong>on</strong>s or equivalent posts<br />
in <strong>the</strong> Registry, <strong>on</strong>e is vacant (4.5%). There has<br />
been a slight increase in <strong>the</strong> Heads of Secti<strong>on</strong> or<br />
equivalent posts held by women in <strong>the</strong> Registry<br />
from 47% in 2010 to 48% in 2011. For <strong>the</strong> past<br />
four years, <strong>the</strong> gender balance has been stable<br />
with a 2-3% fluctuati<strong>on</strong> in <strong>the</strong> gender statistics<br />
for Heads of Secti<strong>on</strong>s.<br />
The two Head of Divisi<strong>on</strong> posts in <strong>the</strong> Registry<br />
are held by men. There has never been a female<br />
appointed as a Head of Divisi<strong>on</strong> within <strong>the</strong><br />
Registry. In 2010, a woman was appointed to a<br />
D1 positi<strong>on</strong> for <strong>the</strong> first time. 196<br />
