Trust Fund for Victims (TFV)<br />
Out of 12 posts at <strong>the</strong> Trust Fund Secretariat<br />
(of which seven are approved posts and five<br />
are GTAs), two are vacant. Of <strong>the</strong> 12 posts, six<br />
are professi<strong>on</strong>al posts (five approved posts and<br />
<strong>on</strong>e GTA) and six are general service posts (two<br />
fixed terms positi<strong>on</strong>s and four GTAs). Women<br />
occupy half of <strong>the</strong> filled positi<strong>on</strong>s (50% women<br />
and 50% men) at <strong>the</strong> professi<strong>on</strong>al and general<br />
service levels, and overall. This figure represents<br />
a 7% decrease in <strong>the</strong> number of women in<br />
professi<strong>on</strong>al posts with respect to 2010 and a<br />
21% decrease with respect to 2009. The most<br />
senior positi<strong>on</strong>s of Executive Director (D1) and<br />
Senior Programme Officer (P5) are occupied<br />
respectively by a man and a woman.<br />
Of <strong>the</strong> six professi<strong>on</strong>al posts at <strong>the</strong> Trust<br />
Fund Secretariat, five (83%), of which <strong>on</strong>e is a GTA<br />
positi<strong>on</strong>, are occupied by nati<strong>on</strong>als from WEOG<br />
countries and <strong>on</strong>e (17%) by a nati<strong>on</strong>al from <strong>the</strong><br />
Africa regi<strong>on</strong>.<br />
Out of <strong>the</strong> 34 TFV projects approved by <strong>the</strong><br />
Chambers, of which 18 are in nor<strong>the</strong>rn Uganda<br />
and 16 in eastern DRC, 28 projects are active.<br />
Of <strong>the</strong> six inactive projects, two are <strong>on</strong>-hold<br />
and awaiting proposals (both of <strong>the</strong>se relate<br />
to Uganda), three have been closed and <strong>the</strong>ir<br />
beneficiaries transferred to two o<strong>the</strong>r projects<br />
(DRC), and <strong>on</strong>e is completed having reached its<br />
closing date (DRC).<br />
The total funds obligated for grants in <strong>the</strong><br />
Democratic Republic of C<strong>on</strong>go (DRC) and<br />
nor<strong>the</strong>rn Uganda since 2007/2008, is €5,344,545.<br />
In additi<strong>on</strong>, €600,000 has been allocated to<br />
activities in <strong>the</strong> Central African Republic (CAR).<br />
The current reserve to supplement orders<br />
for reparati<strong>on</strong>s from <strong>the</strong> Court amounts to<br />
€1,000,000.<br />
The TFV funds available in <strong>the</strong> Fund’s Euro bank<br />
accounts as of 30 June 2011 are €3,491,210.83.<br />
Last year, <strong>the</strong> TFV had €3,760,527.15 available as<br />
of <strong>the</strong> end of June. In 2009, <strong>the</strong> resources for <strong>the</strong><br />
same time period amounted to €3,131,248.<br />
Since <strong>the</strong> establishment of <strong>the</strong> Trust Fund<br />
in 2004, a total of 28 countries have made<br />
d<strong>on</strong>ati<strong>on</strong>s. Germany is <strong>the</strong> largest State d<strong>on</strong>or<br />
having provided €1,714,800 in c<strong>on</strong>tributi<strong>on</strong>s.<br />
Finland and <strong>the</strong> United Kingdom are <strong>the</strong> next<br />
largest c<strong>on</strong>tributors to <strong>the</strong> Fund. 241<br />
Of <strong>the</strong> 18 projects approved for Uganda,<br />
three (17%) support women and girls victims/<br />
survivors. Of <strong>the</strong>se, <strong>on</strong>e uses earmarked funds<br />
for sexual and gender-based violence (SGBV)<br />
and two receive comm<strong>on</strong> basket funds. Of <strong>the</strong><br />
16 projects approved in <strong>the</strong> DRC, eight (50%) use<br />
earmarked funds for SGBV and work directly<br />
with women and girls victims/survivors.<br />
On 6 May 2011, <strong>the</strong> Fund issued a three-m<strong>on</strong>th<br />
Call for Expressi<strong>on</strong>s of Interest in CAR. Activities<br />
in <strong>the</strong> country are expected to start at <strong>the</strong><br />
beginning of 2012 and will focus <strong>on</strong> victims/<br />
survivors of sexual and gender-based violence,<br />
<strong>the</strong>ir families and affected communities.<br />
In resp<strong>on</strong>se to <strong>the</strong> €10 milli<strong>on</strong> appeal to assist<br />
1.7 milli<strong>on</strong> victims of sexual violence under<br />
<strong>the</strong> jurisdicti<strong>on</strong> of <strong>the</strong> Court launched by <strong>the</strong><br />
Board of Directors of <strong>the</strong> TFV <strong>on</strong> 10 September<br />
2008, <strong>the</strong> Fund received a total of €1,740,000<br />
as earmarked d<strong>on</strong>ati<strong>on</strong>s from <strong>the</strong> Principality<br />
of Andorra, Denmark, Finland, Germany and<br />
Norway. With a total of €698,400 d<strong>on</strong>ated since<br />
2008, Norway is <strong>the</strong> largest single c<strong>on</strong>tributor to<br />
sexual and gender-based violence initiatives. 242<br />
