itself? Who are <strong>the</strong> actors that really define and feature <strong>the</strong> agenda? Which means do<br />

<strong>the</strong> newspapers comprise for civic life?<br />

This paper shows results from <strong>the</strong> project “Citizens’ agenda: journalism and civic<br />

participation in Portuguese media”, involving research on a sample of nine regional<br />

newspapers geographically distributed throughout <strong>the</strong> country.<br />

Through content analysis of items such as sources, subjects and framing, we first<br />

sketch <strong>the</strong> general picture painted by <strong>the</strong> regional press. Secondly, drawing on<br />

inquiries to journalists and directors we aim to understand which professional<br />

practices and values are prominent in regional press, paying special attention to<br />

questions linking <strong>the</strong> journalistic ethos to democratic systems.<br />

A fur<strong>the</strong>r step of <strong>the</strong> research will involve <strong>the</strong> same set of newspapers in a public<br />

journalism project, to be merely presented here.<br />
