It was observed that <strong>the</strong>re is a change in <strong>the</strong> traditional criteria of newsworthiness and<br />

production routines of online and offline newsrooms with <strong>the</strong> inclusion of new criteria,<br />

such as localism and <strong>the</strong> instantaneously (Da Silva, 2007, 2008a, 2008b) in <strong>the</strong> running<br />

towards reporting before, with <strong>the</strong> velocity induced by <strong>the</strong> continuous production flow of<br />

<strong>the</strong> post-mass functions of <strong>the</strong> new media (Lemos, 2007), represented by <strong>the</strong> Internet. "<br />

This is a new development in journalism that adds new information to <strong>the</strong> news story in<br />

a building that combines immediacy and location through <strong>the</strong> mobile communication<br />

devices (Schneider, 2007).<br />

The emergence of multiple platforms tend to reinforce this feature of "live" to <strong>the</strong> facts,<br />

through <strong>the</strong> use of tools such as microblogging, moblogs, and stream channels as<br />

Ustream, Justin.tv, Kyte.tv, Cover It Live, Mogulus Live Broadcast, Flixwagon, among<br />

o<strong>the</strong>rs. According to Da Silva (2008), moblogs and microblogging represent <strong>the</strong><br />

movement towards new formats for journalism both in relation to <strong>the</strong> demand for<br />

production as in <strong>the</strong> dissemination and receipt of content.<br />

Schneider (2007) notes that <strong>the</strong> mobile production can be intensified especially in <strong>the</strong><br />

citizen journalism, taking into account that mobile technologies such as digital cameras<br />

and mobile phones are in <strong>the</strong> hands of many people around <strong>the</strong> world. For him, video<br />

coverage in real time (streaming) through <strong>the</strong> mobile means <strong>the</strong> streng<strong>the</strong>ning of<br />

participatory journalism to citizens without reliance on <strong>the</strong> media in <strong>the</strong> process.<br />

To Santaella (2008), mobile communication (mobile phones, PDAs, smartphones,<br />

notebooks) is <strong>the</strong> fifth generation of communication technology development, preceded<br />

by <strong>the</strong> fourth generation - networks telecomputing (cyberculture, Portatel, personal<br />

computers), <strong>the</strong> third generation - culture medium (cable TV, fax, video recorder,<br />

walkman), <strong>the</strong> second generation - electro-electronic (radio, television), and <strong>the</strong> first<br />

generation - electro-mechanical (photo, telegraph, press , Film).<br />

Castells (1999) in <strong>the</strong> 90’s defended <strong>the</strong> existence of a "network society" with<br />

information technology originated in <strong>the</strong> 1970's with <strong>the</strong> miniaturization and a series of<br />

inventions that have made computers more portable and more powerful, which later<br />

provided <strong>the</strong> rise of mobile digital technology, resulting in a "mobile network society"<br />

(Castells, 1999).<br />

According Schneider (2007), <strong>the</strong> prospects for development are outlined by <strong>the</strong> double<br />

convergence of mobile Internet (access to digital media) and TV (video streaming and<br />

TV news in real time). The convergence of mobile device with digital radio (streaming<br />

audio) is certainly more technologically accessible than <strong>the</strong> TV, but it is still under study<br />

and development as a business initiative depends on <strong>the</strong> success of digital radio and<br />

audio content distribution via phone (MP3).<br />
