• Daily Vehicle Miles <strong>Travel</strong>ed per Licensed Driver per Person - This measures the<br />

average distance each licensed driver in the region drives each day.<br />

The following safety measure is also reported. This measure indirectly impacts travel-time<br />

reliability:<br />

• Roadway Clearance <strong>Time</strong> – This is defined as the “time between first recordable<br />

awareness (detection/notification/verification) of an incident by a responsible agency<br />

and first confirmation that all lanes are available for traffic flow.” The response time is<br />

the time between the first recordable awareness of an incident and the first arrival by a<br />

responder on scene.<br />

Florida Department of Transportation (FDOT)<br />

Florida’s mobility performance measures (http://www.dot.state.fl.us/planning/statistics/mobilitymeasures/) are tied <strong>to</strong><br />

the goals and objectives established in the 2020 Florida Transportation Plan. The plan establishes<br />

four goals: safety; system preservation and management; economic competitiveness; and quality of<br />

life. The following table depicts Florida’s Mobility Performance Measures.<br />

As shown in the table above, three related dimensions of mobility are measured by the FDOT:<br />

• Quantity of <strong>Travel</strong> – Reflects the magnitude of the use of a facility or service;<br />

• Quality of <strong>Travel</strong> – Describes travel conditions and the effects of congestion; and<br />
