In circumstances where employmentopportunities are particularly limited and where persons not working do not haveeasy access to formal channels for seeking employment or face social and culturalbarriers when looking for a job, the “seeking work” criterion should be relaxed.National definitions of unemployment often differ from the recommendedinternational standard definitions and thereby limit international comparability.Inter-country comparisons are also complicated by the different types of datacollection systems used to obtain information on unemployed persons. Unlessotherwise indicated, the data refer to the 15 years and over age group and arenational employment office statistics, usually labour force surveys, compiled by theILO.
