It has been suggested that New Zealand was more<br />

open to voting reform because, as a new country, it was<br />

less constrained by entrenched attitudes. Only in three<br />

more countries would women receive <strong>the</strong> right to vote<br />

before <strong>the</strong> First <strong>World</strong> War – Australia in 1902, Finland<br />

in 1906 and Norway in 1913. In New Zealand, women<br />

remained ineligible to stand for election to <strong>the</strong> House<br />

<strong>of</strong> Representatives until 1919.<br />
