or quarter will be taken and of the names, places<br />

of abode, and caUinga or professions of the candidates,<br />

three clear days at least before the first<br />

of the days fixed for taking the poll.<br />

19. At each polhng place there shall be one<br />

or more polhng stations which shall be appointed<br />

for the purpose by the Presiding Officer, who shall<br />

cause the names, places of abode, and calhngs<br />

or professions of the candidates nominated for<br />

election to be placarded in a conspicuous place<br />

thereat three clear days at least before the commencement<br />

of the poll.<br />

20. Upon receipt by the Mukhtar of the notice<br />

mentioned in clause 18, he shall communicate<br />

the same to the Azas of his village or quarter,<br />

and the Mukhtar and Azas shall, prior to the<br />

day of polhng, choose one of their number to<br />

attend at the polhng station of the sub-district<br />

in which their village or quarter is situate during<br />

the time appointed for taking the votes of such<br />

village or quarter, and the person so chosen shall<br />

during that time acconapany any inhabitant of<br />

his village or quarter requiring to record his vote<br />

into the polling station for the purpose of identifying<br />

him.<br />

And in case any Mukhtar shall fail to communicate<br />

such notice to the Azas of his village or<br />

quarter, or the Mukhtar and Azas shall make<br />

default so to choose one of their number, every<br />

person making such default as aforesaid shall be<br />

hable to a penalty not exceeding £1.<br />

The person chosen under the provisions of this<br />

regulation to attend the poll on behalf of any<br />

village or quarter is hereinafter referred to as<br />

the village representative.<br />

21. There shall be present in the polling station<br />

during the taking of the poll the Presiding Officer<br />

and one clerk and one person to be appointed<br />

by the Returning Officer for the control and<br />

custody of each ballot box and such interpreter<br />

or interpreters as the case may require and the<br />

Govemor may direct, and the village representative<br />

of the village or quarter to which the person<br />

recording his vote or volfes' belongs, and each<br />

candidate may if he thinks fit appoint an agent,<br />

who may be present in the polling station during<br />

the taking of the poll.<br />

22. In case any village representative chosen<br />

to attend the poll as hereinbefore provided shall<br />

without due cause absent himself therefrom at<br />

any time during the polhng of his village or<br />

quarter he shall be liable to a fine not exceeding<br />

£1. Provided that the absence of any village<br />

representative shall not prevent the Presiding<br />

Officer from taking the votes of the village or<br />

quarter concemed.<br />

23. The Returning Officer shall provide each<br />

polhng station with at least one copy of the<br />

register of voters or such part thereof as contains<br />

the names of the voters, allotted to vote at such<br />

station, with the number of ballot boxes equal<br />

to the number of candidates for election, and<br />

with a sufficient number of voting tickets. Each<br />

box shall bear the full name of one of the candidates<br />

plainly and legibly printed or written thereon<br />

m Enghsh and Turkish or Enghsh and Greek<br />

according as to whether the candidate is'a Mohammedan<br />

or non-Mohammedan.<br />

24. Each ballot box shall be of a uniform<br />

kind as approved by the Govemor and shall be<br />

divided into two inner compartments distinguished<br />

outwardly by two different colours, the colour<br />

of the right hand compartment which shall be<br />

assigned to the " Ayes" being white and the<br />

colour of the left hand compartment which<br />

shall be assigned to the " Noes " bemg black.<br />

The words " Ayes " and " Noes " shall appear<br />

in capital letters on the face of the ballot boxes<br />

in Turkish or Greek characters as the case may be.<br />

On the front part of the ballot box there shall<br />

be a round hole and attached thereto a tube<br />

through which the voter shall insert his hand and<br />

place the voting ticket and in each compartment<br />

there shall be a receptacle for receiving the voting<br />

tickets that for the " Ayes " being of a white<br />

colour and that for the "Noes " being of a black<br />

colour.<br />

25. Immediately before the commencement of<br />

the polhng the Presiding Officer at any polhng<br />

station shall show each ballot box empty to such<br />

persons as may be present in such station so<br />

that they may see that it is empty, and shall<br />

then lock it up and place his seal upon it in such<br />

manner as to prevent it being opened without<br />

breaking such seal, and shall place it in his view<br />

for the receipt of voting tickets, and keep it so<br />

locked and sealed.<br />

26.—{a) Not more than five voters shall be<br />

allowed to be in the polling station at the same<br />

time. On admission each voter shall in the presence<br />

of the persons named in clause 21 hereof<br />

state his name and place of residence, and shaU be<br />

identified by the village representative of his<br />

village or quarter, apd the clerk shall thereupon<br />

place a mark against the name of such voter in a<br />

copy of the Register of Voters which he shall have<br />

for that purpose. The Presiding Officer shall then<br />

hand to each of the persons in custody of the<br />

ballot boxes a number of voting tickets equal to<br />

the number of voters present in the polling station.<br />

Each such person holding the ballot tickets shall<br />

stand near the ballot box to wliich he is attached<br />

and hand over to every voter as he passes by the<br />

ballot box one voting ticket stating at the same<br />

time in a clear manner, in Turkish or Greek as<br />

the case mav be, the full name of the candidate<br />

to whom the ballot box belongs. The voter on<br />

receiving the voting ticket and holding the same<br />

shall raise his hand in order to show that he holds<br />

but one voting ticket and immediately afterwards<br />

shall put his hand into the ballot box and vote<br />

and the same process shall be repeated until the<br />

voter passes by all the ballot boxes.<br />

(6) Every Mohammedan voter must cast a<br />

vote in the ballot box of every Mohammedan<br />

candidate. Every non-Mohammedan voter must<br />

cast a vote in the ballot box of every non-Mohammedan<br />

cndidate. If any Mohammedan or non-<br />

Mohammedan voter refuses to cast a vote in the<br />

ballot box of every Mohammedan or non-Mohammedan<br />

candidate as the case may be the Presiding<br />

Officer shalj forthwith inform such voter refusing<br />

so to vote that he is required to vote as a oresaid<br />

in accordance with the provisions of this Regulation<br />

and if, after having been so informed, such<br />

voteisstih refuses so to vote the Presiding Officer<br />

shall have power to fine forthwith such voter<br />

refusing so to vote a sum by way of penalty not<br />

exceeding five pounds. If such voter refusing so<br />

to vote does not pay such fine forthwith the<br />

Presiding Officer may thereupon order him to<br />

be arrested and after such arrest such voter shaU be<br />

brought with all convenient speed before any Court<br />

of Magisterial jurisdiction and the said Court shall<br />

have power to enforce the payment of such fine so<br />

inflicted as aforesaid by the Presiding Officer in the<br />

same manner as if such fine had been inflicted by<br />

any decision of such Court and in default of<br />

payment thereof the said Court may order such<br />

voter to be imprisoned with or without hard<br />

labour for a period not exceeding three months.<br />
