strategies, multistate pric<strong>in</strong>g policies, long distance freight movement,<br />

coord<strong>in</strong>ated GHG reduction strategies, and coord<strong>in</strong>ation of large multijurisdictional<br />

projects. Plann<strong>in</strong>g at a megaregion or national-level may allow for<br />

some issues to be addressed more effectively than could be done for smaller<br />

geographic areas <strong>in</strong> isolation. However, the range of strategies that might be<br />

most effectively implemented at a megaregion level is limited (for example,<br />

major <strong>in</strong>tercity transportation <strong>in</strong>vestments).<br />

The development of plann<strong>in</strong>g structures at new scales is likely to encounter<br />

resistance from exist<strong>in</strong>g plann<strong>in</strong>g entities if they perceive an erosion of their<br />

authority, although multiregion plann<strong>in</strong>g has been embraced <strong>in</strong> some parts of the<br />

country (such as the East Coast’s I-95 Corridor Coalition). Plann<strong>in</strong>g resource<br />

requirements would <strong>in</strong>crease due to the establishment of new plann<strong>in</strong>g<br />

structures and the need for greater coord<strong>in</strong>ation among multiple entities.<br />

Fund<strong>in</strong>g Incentives<br />

Through the Federal-aid Highway Program and transit fund<strong>in</strong>g programs, the<br />

DOT provides fund<strong>in</strong>g to states and local governments to implement surface<br />

transportation programs and projects. Congress can change the structure of<br />

Federal transportation spend<strong>in</strong>g to prioritize GHG reductions, by direct<strong>in</strong>g<br />

fund<strong>in</strong>g towards specific types of plann<strong>in</strong>g activities or projects, or by<br />

establish<strong>in</strong>g performance-based fund<strong>in</strong>g criteria to reward GHG emission<br />

reductions. Fund<strong>in</strong>g also can be targeted at GHG reduction activities <strong>in</strong> other<br />

modes of transport, <strong>in</strong>clud<strong>in</strong>g the rail, mar<strong>in</strong>e, and/or aviation systems. While<br />

future spend<strong>in</strong>g at any level could be better targeted toward strategies that<br />

prioritize carbon-efficient transportation projects, the Highway Trust Fund does<br />

not currently have enough resources to ma<strong>in</strong>ta<strong>in</strong> current spend<strong>in</strong>g levels, let<br />

alone additional programs for low-carbon <strong>in</strong>frastructure. The DOT’s Conditions<br />

and Performance Report f<strong>in</strong>ds that present highway and transit <strong>in</strong>vestment levels<br />

are <strong>in</strong>sufficient to ma<strong>in</strong>ta<strong>in</strong> the current conditions and performance of the<br />

system. 122<br />

This, comb<strong>in</strong>ed with deficits projected <strong>in</strong> the Highway Trust Fund,<br />

and compet<strong>in</strong>g goals for transportation spend<strong>in</strong>g, complicates the objective of<br />

align<strong>in</strong>g fund<strong>in</strong>g <strong>in</strong>centives with climate change goals.<br />

Fund<strong>in</strong>g for GHG Plann<strong>in</strong>g Activities<br />

Federal fund<strong>in</strong>g can be directed specifically towards plann<strong>in</strong>g for GHG reduction,<br />

<strong>in</strong>clud<strong>in</strong>g data collection, tool development, process ref<strong>in</strong>ement, strategy<br />

development, and analysis of GHG reduction strategies. The State or metropolitan<br />

plann<strong>in</strong>g agency would determ<strong>in</strong>e, through its plann<strong>in</strong>g process, which strategies<br />

should be implemented, consider<strong>in</strong>g the full range of benefits and impacts of each<br />
