Transportation’s <strong>Role</strong> <strong>in</strong> Reduc<strong>in</strong>g U.S. <strong>Greenhouse</strong> <strong>Gas</strong> <strong>Emissions</strong>: Volume 2<br />

The strategies analyzed <strong>in</strong> this report for reduc<strong>in</strong>g carbon-<strong>in</strong>tensive travel activity will<br />

reduce total Federal Highway Trust Fund revenues <strong>in</strong> rough proportion to fuel sav<strong>in</strong>gs<br />

and GHG reductions. Under the 2030 comb<strong>in</strong>ed scenario described above, the net impact<br />

on revenues could range from about $2.2 to $7.3 billion annually. 6<br />

Fund<strong>in</strong>g shortfalls<br />

could be mitigated or avoided <strong>in</strong> the future through shifts <strong>in</strong> tax structures or through<br />

alternative <strong>in</strong>frastructure fund<strong>in</strong>g mechanisms. In particular, the pric<strong>in</strong>g strategies<br />

evaluated <strong>in</strong> this section (<strong>in</strong>clud<strong>in</strong>g a VMT fee, <strong>in</strong>tercity tolls, or congestion or cordon<br />

pric<strong>in</strong>g) would provide a supplemental fund<strong>in</strong>g source to support other <strong>in</strong>frastructure<br />

<strong>in</strong>vestments and services.<br />
