Transportation’s <strong>Role</strong> <strong>in</strong> Reduc<strong>in</strong>g U.S. <strong>Greenhouse</strong> <strong>Gas</strong> <strong>Emissions</strong>: Volume 2<br />

Reduc<strong>in</strong>g travel delay has the potential to reduce fuel consumption by reduc<strong>in</strong>g idl<strong>in</strong>g and<br />

<strong>in</strong>efficient low-speed and stop-and-go operation. 8 Congestion relief strategies also result <strong>in</strong><br />

some amount of <strong>in</strong>duced travel demand. Induced travel generates GHG emissions<br />

through additional VMT; this additional traffic also reduces the <strong>in</strong>itial improvements <strong>in</strong><br />

travel speed, traffic flow, and energy consumption. The magnitude of <strong>in</strong>duced demand<br />

associated with these measures is a source of considerable uncerta<strong>in</strong>ty, as is the impact of<br />

this traffic on travel speed and traffic flow. Relationships between delay reductions and<br />

fuel sav<strong>in</strong>gs also are subject to some uncerta<strong>in</strong>ty.<br />

Analysis performed for the Mov<strong>in</strong>g Cooler study estimated GHG reductions <strong>in</strong> the year<br />

2030 – without consider<strong>in</strong>g <strong>in</strong>duced demand—on the order of 3–5 mmt CO2e from ramp<br />

meter<strong>in</strong>g, 5-7 mmt from <strong>in</strong>cident management, 0-2 mmt from signal control management,<br />
