Yet there is more to be done. As <strong>in</strong>dicated <strong>in</strong> this report, a full range of strategies<br />

can be brought to bear to reduce transportation’s greenhouse gas emissions:<br />

improv<strong>in</strong>g fuel efficiency; expand<strong>in</strong>g the use of low-carbon fuels; improv<strong>in</strong>g the<br />

efficiency of the transportation system; and reduc<strong>in</strong>g the volume of travel that<br />

relies on carbon-based fuels. These strategies can be implemented through a<br />

range of policy options—an economy-wide carbon price, efficiency standards,<br />

market-based <strong>in</strong>centives, transportation plann<strong>in</strong>g and <strong>in</strong>vestment, and research<br />

and development. The DOT looks forward to work<strong>in</strong>g with Congress on<br />

transportation policy that reduces greenhouse gas emissions, provides for<br />

economic vitality, and enhances our quality of life.
