Transportation’s <strong>Role</strong> <strong>in</strong> Reduc<strong>in</strong>g U.S. <strong>Greenhouse</strong> <strong>Gas</strong> <strong>Emissions</strong>: Volume 2<br />

Manag<strong>in</strong>g demand via park<strong>in</strong>g policies has met considerable political resistance <strong>in</strong> most<br />

locations. Park<strong>in</strong>g is typically priced only <strong>in</strong> the limited places where there is a market for<br />

it (CBDs and other major activity centers), and examples of bus<strong>in</strong>esses offer<strong>in</strong>g cash-out or<br />

residential developers unbundl<strong>in</strong>g park<strong>in</strong>g costs are relatively rare. Furthermore, the<br />

potential role of the Federal government <strong>in</strong> encourag<strong>in</strong>g park<strong>in</strong>g management has not<br />

been <strong>in</strong>vestigated. Incentives (for example, <strong>in</strong> the form of Federal transportation fund<strong>in</strong>g)<br />

could perhaps be provided as part of a broader set of <strong>in</strong>centives for local governments to<br />

implement “compact development” land use strategies aimed at reduc<strong>in</strong>g vehicle-travel<br />

and facilitat<strong>in</strong>g alternative mode use. It is also conceivable that the Federal government<br />

could implement a tax on park<strong>in</strong>g spaces. However, this would be a major change <strong>in</strong> U.S.<br />

tax policy, which typically leaves property taxes to the local government.<br />
