Toll Under some circumstances the<br />

statute of limitations is suspended,<br />

allowing an action to be brought<br />

after the usual deadline. These<br />

include the plaintiff’s minority,<br />

which tolls the statute until the<br />

plaintiff reaches eighteen, <strong>and</strong><br />

periods when the defendant is out of<br />

the United States <strong>and</strong> thus<br />

unavailable for service of process.<br />

The discovery rule also gives a<br />

plaintiff additional time to file a<br />

lawsuit.<br />

Tort A civil wrong done to an individual<br />

by a private individual or private<br />

legal entity. Torts usually involve<br />

personal injuries. A criminal wrong<br />

done to an individual becomes a<br />

matter of state interest with<br />

prosecution <strong>and</strong> punishment being<br />

h<strong>and</strong>led by the state on behalf of the<br />

people of the state. Accidentally<br />

injuring someone in a car crash is a<br />

civil matter; attempted murder using<br />

a car is a criminal matter.<br />

Tortfeasor A person who commits a tort.<br />

Uniform Act A model act concerning a particular<br />

area of the law created by a<br />

nongovernmental body in the hopes<br />

that it will be enacted in all states to<br />

achieve uniformity in that area of the<br />

law.<br />

USCA United States Code, Annotated. A<br />

collection of all the federal laws,<br />

arranged by topic under fifty broad<br />

headings <strong>and</strong> cross-referenced to<br />

specific case law that has arisen<br />

concerning the law in question.<br />

Utilization Review The review of the medical care<br />

rendered a patient to determine its<br />

medical <strong>and</strong> financial<br />
