MINISTRY OF POWER<br />
• Administration <strong>of</strong> the Electricity Act, 2003, ( 36 <strong>of</strong> 2003),<br />
the Energy Conservation Act, 2001 (52 <strong>of</strong> 2001 ), the<br />
Damodar Valley Corporation Act, 1948 (14 <strong>of</strong> 1948)<br />
and Bhakra Beas Management Board as provided in<br />
the Punjab Reorganisation Act, 1966 (31 <strong>of</strong> 1966).<br />
• All matters relating to Central Electricity Authority,<br />
Central Electricity Board and Central Electricity<br />
Regulatory Commission;<br />
• Rural Electrification;<br />
• <strong>Power</strong> schemes and issues relating to power supply/<br />
development schemes/programmes/ decentralized<br />
and distributed generation in the States and Union<br />
Territories;<br />
• Matters relating to the following Undertakings /<br />
Organizations:-<br />
a. Damodar Valley Corporation;<br />
b. Bhakra Beas Management Board (except matters<br />
relating to irrigation);<br />
c. National Thermal <strong>Power</strong> Corporation Limited;<br />
d. National Hydro-electric <strong>Power</strong> Corporation<br />
Limited;<br />
e. Rural Electrification Corporation Limited;<br />
f. North Eastern Electric <strong>Power</strong> Corporation<br />
Limited;<br />
g. <strong>Power</strong> Grid Corporation <strong>of</strong> India Limited;<br />
h. <strong>Power</strong> Finance Corporation Limited;<br />
i. Tehri Hydro Development Corporation;<br />
j. Satluj Jal Vidyut Nigam Limited;<br />
k. Central <strong>Power</strong> Research Institute;<br />
l. National <strong>Power</strong>Training Institute;<br />
m. Bureau <strong>of</strong> Energy Efficiency;<br />
• All matters concerning energy conservation and energy<br />
efficiency pertaining to <strong>Power</strong> Sector.<br />
ORGANISATIONS UNDER THE MINISTRY OF POWER<br />
In all technical and economic matters, <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong><br />
is assisted by the Central Electricity Authority (CEA),<br />
constituted under section 3(1) <strong>of</strong> the Electricity (Supply)<br />
Act, 1948 which has now been replaced by Electricity<br />
Act, 2003. The CEA advises the <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong> on all<br />
technical and economic matters.<br />
Badarpur Management Contract Cell (BMCC), a<br />
subordinate <strong>of</strong>fice <strong>of</strong> this <strong>Ministry</strong>, is responsible for<br />
administering the Badarpur Thermal <strong>Power</strong> Station (BTPS)<br />
Management Contract between the Government <strong>of</strong> India<br />
and NTPC.<br />
The construction and operation <strong>of</strong> generation and<br />
transmission projects in the Central Sector are entrusted<br />
to Central Sector <strong>Power</strong> Corporations, viz. The National<br />
Thermal <strong>Power</strong> Corporation (NTPC), the National Hydro<br />
Electric <strong>Power</strong> Corporation (NHPC), the North-Eastern<br />
Electric <strong>Power</strong> Corporation (NEEPCO) and the <strong>Power</strong><br />
Grid Corporation <strong>of</strong> India Limited (PGCIL). The PGCIL is<br />
responsible for all the existing and future transmission<br />
projects in the Central Sector and also for the formation<br />
<strong>of</strong> the National <strong>Power</strong> Grid. Two Joint Venture <strong>Power</strong><br />
Corporations namely, Satluj Jal Vidyut Nigam (SJVN)<br />
and Tehri Hydro Development Corporation (THDC) are<br />
responsible for the execution <strong>of</strong> the Satluj Jal Vidyut<br />
Nigam (SJVN) in Himachal Pradesh and projects <strong>of</strong> the<br />
Tehri Hydro <strong>Power</strong> Complex in Uttaranchal respectively.<br />
Statutory bodies i.e., Damodar Valley Corporation (DVC)<br />
and Bhakra Beas Management Board (BBMB) are also<br />
under the administrative control <strong>of</strong> the <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong>.<br />
Programmes <strong>of</strong> rural electrification are provided financial<br />
assistance by the Rural Electrification Corporation<br />
(REC) under the <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong>. The <strong>Power</strong> Finance<br />
Corporation (PFC) provides term-finance to projects in the<br />
power sector.<br />
Further, the Autonomous Bodies (Societies) i.e. Central<br />
<strong>Power</strong> Research Institute (CPRI), the National <strong>Power</strong><br />
Training Institute (NPTI) and the Bureau <strong>of</strong> Energy<br />
Efficiency (BEE) are also under the administrative control<br />
<strong>of</strong> the <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong>. <strong>Power</strong> Trading Corporation (PTC)<br />
was also set up in 1999 to catalyse development <strong>of</strong> mega<br />
power projects, as well as vibrant power market and to<br />
promote exchange <strong>of</strong> power with neighbouring countries.<br />
ORGANISATIONAL SET-UP<br />
Late Shri P.M. Sayeed was the Minister <strong>of</strong> <strong>Power</strong> from the<br />
25th May, 2004 upto the 18th December, 2005.<br />
Shri Sushil Kumar Shinde is the Minister <strong>of</strong> <strong>Power</strong> with<br />
effect from the 30th January, 2006.<br />
Shri R.V. Shahi is the Secretary in the <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong><br />
since the 13th April, 2002. The <strong>Ministry</strong> has two Additional<br />
Secretaries and five Joint Secretaries, including the<br />
Finance Advisor.<br />
Shri U.N. Panjiar, Additional Secretary, oversees the work<br />
relating to Policy, Planning and International Cooperation<br />
(PP&IC), Reforms and Restructuring;
